Summary Constituant Committee : in respect of his initiave can be regarded as the „vehilce and engine“ of the constitutional reform of 1867 and therefor he can be considered as „creator“ of this Constitution. The core of this Constitution, the fundamental rights, even can be regarded as the „innermost creation“ of the Consttiuant Committee. The concept underlying the Basci Law about general basic rights of nationals, Sturm‘s draft, did not follow exclusively the concept of fundamental rights in Austrian Imperial Constition of 1849, but also the catalogues of Kremsier Draft , in single cases Sturm even gave preference to the Francfort fundamental rights: From this point of view Sturm‘s note about the results of the discussion in the Constutant Committee „everything 1849“ however was a bit abridging the material essence of his draft. Sturm definitely can be regarded as the „actual creator“ of the fundamental rights laid down in the Basic Law about general basic rights in 1867.
