Individual scientists should not have to shoulder the burden of social guilt for the results of their discoveries. In an analogous context, however, the view which emerged from Nuremburg is that individuals can indeed bear responsibility for the evil that comes from their acts, even if they are only part of a system which promotes that evil. First, the problem of “many hands” occurs. Scientists and engineers work in teams, and the attribution of responsibility for the overall results to each of the participants is difficult. Notoriously, groups reach decisions that their members might not take individually. Secondly, “groupthink” typically is responsible for perceiving and articulating whatever justification there is for the project. A critical perspective is difficult for an individual to take, let alone sustain, in the course of “normal” engineering work under an accepted paradigm.
it may be a duty of the profession and its professionals to take a position, as well: that is, a duty not merely to have an informed opinion from a social perspective, but to voice it - perhaps publicize it - in one’s professional capacity. This is not to say that engineers should set the social agenda; rather it is to say that they must offer a considered opinion about the social agenda. We have urged against objections that engineers have no business being socially responsible. Our position is that engineers, both individually and collectively, have not only a duty to minimize harm, but, according to the very rationale of their profession, a duty to do good.
