Confirmation of correctness of our strategies The 5 th Administration’s pronouncement of 5 concretes to aid the Rebranding; Repositioning & Renewal of Bokone Bophirima captured the essence of what will make this province great; q Bokone Bophirima needed to set itself apart from the rest of South Africa with what it can offer; q. Our unique approach to our provincial challenges will augur well for a better life for all our citizens irrespective of where they are, in fact, especially where they are (VTSD) q People should not feel the need to relocate for a better life – we can help them create in in their own backyards with the land, livestock and support that will see development in VTSD including government spend where the people are; q. We have an ideal opportunity to Rebrand our province as great; Reposition it as a people centred administration and Renewal of our commitment for a prosperous, non racial, non sexist Bokone Bophirima proudly championed by the ANC led government; q. Take heart: our strategies are correct for our province and our people and we remain resolute to see them succeed. q . 2

MILK • Milk is produced in all regions of South Africa • Coastal areas more suitable on account of climatic conditions • Number of commercial dairy farmers in RSA reduced from 1961 in Jan 2014 to 1834 in Jan 2015 ( 6. 5%) • Eastern Cape province contributed 27, 7% to total production, followed by the Western Cape and Kwa. Zulu. Natal (26, 8% each), Free State (7, 3%), North West (4, 2%), Mpumalanga (3, 3%), Gauteng (2, 3%), and Limpopo and the Northern Cape (0, 8% each). • North West needs to reposition the industry
Game / Wildlife o South Africa is amongst world leaders in biodiversity o Species richness and diversity high in Bokone Bophirima o Wildlife industry is highly prevalent in the rural parts of this country and province o GDP contr. approx R 8 bil per annum from hunting (4% of agric GDP) with expected increase to 10% by 2030 o Opportunities : market segments; development and growth constraints and environmentally sustainable for economic benefit GAME TRANFORMATION PROJECT 10
Game / Wildlife o Visionary link to the 60 th anniversary of the Freedom Charter with 2015 being declared the year of the Freedom Charter and Unity in Action to advance Economic Freedom. o In realizing 2030 NDP Targets for radical socio-economic transformation of the wild life sector § Conservation area expansion : 2 million hectares of communal land restored and developed for conservation and commercial game ranching; § Jobs : sustainable jobs created along the value chains for 60, 000 new beneficiaries; § R 7 billion Equity : R 4 billion in game and R 3 billion on fixed assets and infrastructure resulting in improved rural income, skills development, entrepreneurship, institutional capacity development, food, and environmental security; and § Empowerment and Ownership: 300 000 heads of wildlife be owned by previously disadvantage people in new ranches. Aquaculture and Fisheries Study conducted in 2013 : o Ten ( 10) large dams identified for fish potential in North West Province o Expected total yield of 842 tons per annum o Approx. R 6 per kg with total value R 5 m o Prospects for sustainable protein source and food security o Disaneng as the provincial hub for aquaculture
Partnerships • The provincial government is committed to exploring all opportunities presented by the Agricultural sector for the benefit of its farmers and communities – Feedlots (farmers to have a stake herein) – Abbatoirs( cattle owners to invest and have a stake in meat production/sale) – Hide Tanning plants – Agricultural auction sites/houses – Cattle and game breeding

HERITAGE & CULTURE § The cornerstone of this department is traditional affairs (VTSD focussed) § We are the only province where rightfully Culture, Heritage & Traditional Affairs are paired; § The province is rural based with 56 Traditional Councils 15

REVITILISATION OF ARTS AND CULTURE § Profile, enhance and celebrate cultural occassions and or events; § Need to package these to increase feet into villages (tourism opportunities); § Affords Traditional Councils an opportunity to make their customs and cultures known to tourists and citizens from across the country § This will lead to better observance of our cultures and respect for traditional norms 17
REVITILISATION OF ARTS AND CULTURE § Celebration of cultural festivals is to preserve the diverse cultures and heritage of our tribes and people; § Need to create cultural villages to create a platform for showcasing our diversity; § Work with traditional councils on a calender of events to showcase arts and culture in villages 18
REVITILISATION OF ARTS AND CULTURE § § § Foster a culture of partnership with the performing arts- government to encourage a culture of funding partnership arrangements; Need to build business acumen for artists (they are performers but have no business expertise thus the reliance on agents and middle men) Foster a culture of independence(reliance on government inhibits growth of the arts) – partnership between artists and them having a stake in the recording studio 19
RENEWAL: HERITAGE § § We need to facilitate transformation of the heritage landscape ( need to do an audit of all statues and heritage sites to assess their significance and their value to our democracy); Foster partnerships for the development of our heritage sites for preservation and tourism purposes; Need to digitise heritage and cultural information for easy access by techno savvy youth and international tourists Focus on mapping out and developing our Resistance and Liberation routes whilst we celebrate our hard won democracy 20
