EBMUD Overview • Organized under the MUD Act in 1923 • 325 -square mile service area (Alameda and Contra Costa Counties) • 1. 4 million customers (380, 000 connections) • A public utility governed by a Board of seven elected members • Rates and charges are subject to Proposition 218

CAP Overview • CAP was established in 1987 • EBMUD was one of the first adopters of a CAP in the state • Residential dwelling units and homeless shelters • Eligible customers qualify for 50 percent discount on water and 35 percent discount on EBMUD wastewater charges • Applicants must be a customer and have a water meter • Participation is valid for two years, must be recertified 7

Voluntary Donation Program • Established in March 2018 by EBMUD Employees in partnership with local charities • Emergency Relief Fund to assist low-income customers to maintain water service • Administered by St. Vincent De Paul & Catholic Charities
