Eastern Health: 6. 1 Referral Screening The baseline • Eastern Health is currently unable to accurately measure a baseline for length of time in referral screening. To meet compliance with the access policy a number of changes to current software required, these works are pending with the vendor. • To enable a baseline measurement, we have implemented a self-inking stamp to record the key dates and collection of this data will be manual. In the interim this manual collection will be ‘ad hoc’ to show a baseline of current performance and then progression to target of 3 working days of referral receipt.
Eastern Health: 6. 1 Referral Screening • A one-off “spot check” across our 3 major sites, Box Hill, Maroondah & Angliss of a sample size of 135 new referrals demonstrated 100% compliance in referral screening within 3 days, however, it should be noted that we currently do not receipt or acknowledge referrals and therefore current status to 6. 8 shows noncompliance.
Eastern Health: 6. 6 and 6. 7 Referral acceptance and rejection • Current processes to accept a referral can only be demonstrated as an action to categorise a patient referral, i. e. clinical prioritisation. • Vendor is exploring options for additional fields to demonstrate this without defaulting to the categorisation action. • Eastern Health does acknowledge that both actions for 6. 6 and 6. 7 and clinical prioritisation 7. 3 have a listed timeframe of 5 working days. In the event that the vendor is unable to achieve an additional field, we will progress with a default action to enable reporting.

Health service: Redesign project & Access Policy implementation Action plan • Eastern Health Specialist Clinics Redesign project was reconfigured in 2013, clear role and direction into 3 Working Groups - Demand & Capacity. - Bookings. - Standardisation. • Appointment of a Project Officer, following the Access Policy implementation funding. • Eastern Health is challenged by multiple sites, across an expansive geographical distance, each site has different patient UR numbers, with no automated linkage with the Specialist Clinic software. Significant changes in all processes, guidelines and systems is being developed as part of the redesign project. • Other issues identified include inconsistent processes across sites, both clerically and clinically, inadequate or inappropriate referrals received.
Eastern Health: Progress to plan Progress to date • Two craft groups were chosen to pilot the proposed new Eastern Health referral management process, Gynaecology and Endocrinology), delayed commencement due to complexity of software issues. Eastern Health is the only Victorian Health Care provider using this software product. • Draft referral management guidelines to support change to current process • Q.
