Federalism n The Constitution divides power between National and State governments. This made Federalists and Antifederalists both happy because the Constitution clearly defines the relationship between the national government and state governments.
Powers of National (Federal) Government n n n n Print Money Regulate trade between states Regulate International Trade Make treaties and decides how the U. S. will interact with other countries. Declare war Have an army Establish Post offices Make any laws needed to carry out these powers
Powers DENIED to the National (Federal) Government n n n Cannot violate the Bill of Rights Cannot use money without permission from Congress! Cannot change state boundaries.
Powers of State Government n n n Issue licenses Regulate trade within the state Conduct elections Establish local governments Take measures for public health and safety Do anything they want—unless it says they can’t in the Constitution!!
Powers DENIED to the State Governments n n Cannot enter into treaties with other countries Cannot make their own money Cannot tax imports and exports Cannot suspend a person’s rights without due process (Habeas Corpus) States are denied all powers that belong only to the national government.
