Background: Regulatory History • Columbia Slough sediments contain elevated contaminant concentrations § PCBs § Metals § Pesticides § Other widely used organic compounds • 1993 DEQ Consent Order § Required City to investigate and clean up sediment contamination • 2005 DEQ Record of Decision § Requires City (and other responsible parties) to address Slough-wide sediment contamination • IGAs between City and DEQ § Identify & control contaminated stormwater runoff from upland sites § Treat stormwater runoff from City rights-of-way § Long-term monitoring Environmental Services | E 10918 Columbia Slough Outfall 57, Kick-Off Meeting 5
