Dublin Urban Rivers LIFE South Dublin CC/Dun Laoghaire Rathdown CC LIFE 17 ENV/IE/000281
Dublin Urban Rivers LIFE Ø Launched 17 th September 2018 Ø Total cost € 2. 54 M over 4 years (EU - € 1. 3 M, SDCC - € 1. 0 M and DLR - € 243 k) Ø Removal of estimated 960 misconnections Ø DLR 400 and SDCC 560 (plus pollution removed using wetlands)
Main aims 1. Find misconnections at houses, 2. Build five Integrated Constructed Wetlands (ICW) in public parks/spaces (SDCC area only) to purify stormwater, 3. Analyse development zones for ICW build potential in the future, 4. Prepare a suite of domestic misconnection awareness and prevention information, 5. Model and improve domestic misconnection detection rates using computer mapping systems, 6. Create a Decision Support Tool (DST) for the purpose of disseminating the objectives and outcomes of the project to a wider European audience.
1. Find Misconnections Ø 12, 000 (7 k SDCC & 5 k DLR) houses – stormwater drainage checks Ø Staff planned to be in place by early November 2020 Ø Door-to-door house assessments to commence by mid. November (in the River Griffeen catchment) Ø Work with homeowners to allow them time to repair and make good connections – this is a homeowner cost. Extended repair time allowed for COVID-19 reduced hours and unemployment hit homes Ø Stormwater drainage assessments will be compliant with the Council’s COVID-19 standard operating procedures
2. Construct wetlands in existing parks Ø 5 locations have been identified as feasible Ø X 1 Griffeen Valley Park near the dog run Ø X 1 Kilnamanagh adjacent to Ned Kelly Park Ø X 2 Dodder Valley Park on the Bawnville side of the R. Dodder near the red foot bridge Ø X 1 Tymon Park adjacent to Limekiln Road (as part of the Poddle Flood Alleviation Scheme – already in the planning process) Ø Intend to initiate Part 8 planning application in Q 4 of 2020 for the four sites (excluding Tymon Park). These will be 3 separate Part 8 applications – one for each geographical location
2. Construct wetlands in existing parks (indicative only) Bawnville Foot Br. Dodder Valley Foot Br. Ned Kelly Pk. Dog Run. Kilnamanagh Griffeen Valley
3. Analyse development zones for potential ICW build Ø Use Digital Terrain Model (DTM) software to explore zoned land for potential to build ICWs in these zones in the context of future development.
4. Awareness and Prevention Information Prepare educational information for Elected Members, Homeowners, other Local Authorities, and stakeholders. www. dublinriverlife. ie Public sign which will be placed in Griffeen Valley Park, Kilnamanagh, and Dodder Valley park (and parks in DLRCC)
5. Using mapping systems to improve domestic misconnection detection rates
6. Decision Support Tools • As the project matures it will produce a series of decision support documents and spreadsheets to assist other local authorities reproduce some of the outcomes of the Dublin Urban Rivers LIFE project
Next 6 months Ø Part 8 applications to build 4 ICWs in our parks Ø Door-to-door misconnection assessments of houses commence in the River Griffeen catchment in the SDCC area and in the Carrickmines Stream catchment in DLRCC area. Expected to commence mid-November 2020. Ø Public information campaign and install information signs in our parks
