The problem • Currently there is a storm water outfall along the edge of

The problem • Currently there is a storm water outfall along the edge of Classic St. about 150’ south of the Dorcus Ln intersection. • Although the outfalls on City property, there is no way to contain it to City property. • Water overflows onto adjacent properties which include the Golf Corse and Private Property. • Project is time sensitive. As the owner would like to build on their land cannot do so until the storm water is delt with. • “Oregon Drainage law” prohibits this type of drainage.

Little History • Outfall is believed to be constructed some time between 1999 and 2005. • Other street projects have contributed to stormwater directed to the outfall includes: – Classic and Dorcus intersection construction – Laneda Ave east improvement – Classic St Between Laneda Ave and Manzanita Ave

Possible solutions • Some of the solutions that were looked at were: – Boring

Possible solutions • Some of the solutions that were looked at were: – Boring a storm line under part of the golf course. • Pros – lower construction cost • Cons – Lability issues for property damage – Legal obligations (drainage ditch clearing, repairs, etc) – Maintains current drainage area – Converting 5 th St. parking lot to large retainage pond

Possible solutions – Install an 18” storm line only from 3 rd St storm system to Classic & Dorcus. ($828, 061) • Pros – Storm main can be used for future connections – Storm main is proper size for drainage area – Storm main connects to 3 rd St and use’s Pacific St Beach outfall. • Cons – Cost – Only handles the current drainage area of Classic and Dorcus – Trench patch down both 4 th St S. and Dorcus Ln

Possible solutions – “Street Project” Install an 18” storm line from 3 rd St storm system to Classic & Dorcus. Water Distribution replacement. Complete road replacement with new subgrade. ($1, 122, 508) • Pros – – – – Storm main can be used for future connections Storm main is proper size for drainage area Storm main connects to 3 rd St and use’s Pacific St Beach outfall. Most storm ditches no longer needed. 5 th St Parking area can be served by storm drain system. Remove of dry ponds. Division St can be connected at later date and ponds be filled Water Wain and service line replaced. • Cons – Cost – Project to last until late June.
