Budget Process DOH budget development occurs each spring Office of Financial Management (OFM) review Governor’s budget released mid December House and Senate budgets released during legislative session • Final budget released at the end of session • Governor has 20 days to review/veto sections of budget • •
Budget – Funding for LHJs and Tribes LHJs - County Public Health Assistance funding – $36. 3 million a year – Total of $72. 7 for the biennium – Purpose to support public health services, including public health nursing. LHJs and Tribes – other funding for specific program activities.

Contract for LHJs • DOH has a master contract with each local health jurisdiction called the “Consolidated Contract” • Includes multiple program statements of work and funding streams • Contract on a 3 year cycle • Current contract period 2018 – 2020 • Contract amendments processed every two months
Contract for Tribes • Individual contracts from each DOH program service to individual tribes. • Contract periods on based on funding source time period, annual or biennial • May have multiple funding streams • Contract amendments processed as necessary

Budgeting, Accounting and Reporting System (BARS) • Mandated Chart of Accounts • State BARS designed and managed by State Auditors Office • DOH manages a more detailed level of BARS for public health services • BARS reporting is required from LHJs for spending and revenue data annually. • Reporting to DOH due by April each year.
How is BARS data used? • Answer questions from policy makers o o o • Legislature Governor’s office Office of Financial Management (OFM) County commissioners/local boards of health Federal agencies (e. g. CDC) National efforts (RWJ, IOM, ASTHO, NACCHO) Understand report on governmental public health funding and spending o o o Analysis of how County Public Health Assistance funds are used Analysis of how Foundational Public Health Services are used Examples: Spending; Comparisons

Contract Payments • Use A-19 form produced by DOH and made available on DOH website. • Include any required support documentation for the A-19 • Payments made in 21 -30 days from receipt of A 19 Invoice and backup. This includes program review and approval prior to payment processing. • DOH maintains a Grants Contract Payment Log. • Payments typically on reimbursement basis unless otherwise stated in the contract. Fiscal Monitoring Site Reviews Purpose: • Understand the work you do and the processes you have in place • Review spending of DOH funds in accordance with federal and state regulations • Provide technical assistance, when necessary, to help correct any areas of concerns prior to an audit. • Provide options for improved success
