Highlights (2) GSC 16 -PLEN-65 • ATIS created an Interim Non-Voice Emergency Services (INES) Incubator to identify interim solution(s) for text-based wireless communications to existing 9 -1 -1 services as an alternative to the text telephone system (TTY) while Next Generation 9 -1 -1 (NG 9 -1 -1) solutions are under development. – First meeting in April 2011 – Target to complete its work by the end of 2011 – Work is being closely monitored by the FCC – See ATIS ICT Accessibility presentation for additional information Halifax, 31 Oct – 3 Nov 2011 ICT Accessibility For All 3

Highlights (4) GSC 16 -PLEN-65 • ATIS is a member of the FCC’s third Communications Security, Reliability and Interoperability Council (CSRIC) – Provides recommendations and critical input to the FCC to ensure optimal security and reliability of communications systems, including telecommunications, media, and public safety – Multiple Working Groups (WGs) established to address a wide array of topics • • • E 9 -1 -1 Location 9 -1 -1 Prioritization Security Etc. – ATIS has representation in CSRIC WGs, as many align with existing ATIS work plans and deliverables • ATIS is a member of the FCC’s Emergency Access Advisory Committee (EAAC) – Makes recommendations to the FCC regarding policies and practices for the purpose of achieving equal access to emergency services by individuals with disabilities, as a part of the migration to a national Internet protocol-enabled emergency network, also known as NG 911 Halifax, 31 Oct – 3 Nov 2011 ICT Accessibility For All 5

Strategic Direction GSC 16 -PLEN-65 • Work in response to regulatory mandates and statutory changes • Work proactively with DHS/NCS to define Industry Requirements and Standards in support of ETS • Work proactively to support Public Safety needs – Public Safety Endorsement of LTE for 700 MHz broadband • Provide guidance to the FCC on its NG 9 -1 -1 and MMES to NG 9 -1 -1 rulemaking efforts. • Focus on regional needs (North America) and in coordination with global directions • Coordinate/collaborate with other organizations where appropriate (e. g. , 3 GPP, TIA, ITU, IETF, NENA, etc. ) Halifax, 31 Oct – 3 Nov 2011 ICT Accessibility For All 6

Challenges GSC 16 -PLEN-65 • Working at the nexus where law, regulation, technology, social trends, and standards come together • Delivering standards to satisfy aggressive regulatory mandate target dates such that reliable implementations can be deployed (per target dates) • Regarding E 9 -1 -1, the NG 9 -1 -1 standards can get far ahead of deployments given that there are 6, 000+ PSAPs in the United States and there are generally different deployment timeframes – Messaging to NG 911 is receiving significant interest • Regarding MMES, anticipate the requirements of both users with special needs and the general public, develop a reliable solution that does not have the limitations of SMS, and define the interface to the PSAPs • Regarding ETS, providing priority routing/processing for NGN Services, including data services (e. g. , messaging, email, etc. ), enhanced authentication, authentication assurance, security and Identity Management Halifax, 31 Oct – 3 Nov 2011 ICT Accessibility For All 7

Summary of General Activity GSC 16 -PLEN-65 • Citizen-to-Authority (E 911, NOVES) – Focus on NG 911 (e. g. , NGN/IMS and Location Parameter Acquisition, Conveyance Architecture, and Protocols) and various near term/legacy matters (e. g. , routing number administration for Vo. IP and wireless, NG Messaging to NG 911) – Non-Voice Emergency Services for those with special needs and for the general public • Authority-to-Citizen (EAS, CMAS, ENS) – Focus on emergency notification standards support for various technologies: • IPTV EAS requirements and metadata • Wireless CMAS functions and interfaces: – Common aspects (i. e. , Gov-to-Service Provider [gateway-togateway] interface, and mobile device behavior) done in collaboration with TIA – GSM/UMTS/LTE specific aspects • Wireline ENS best practices • Authority-to-Authority (ETS) – Focus on supporting ETS for NGN Vo. GSC 16 -PLEN-65 ATIS Involvement with FCC – CMAS • Federal Communications Commission (FCC) Commercial Mobile Service Alert Advisory Committee (CMSAAC) – ATIS was a member of the FCC advisory committee, which completed in October 2007 – Advisory Committee recommendations was the basis for the FCC rules for CMAS • ATIS worked closely with the government (DHS, FEMA) on the development of an interface specification, as well as a testing specification, to the Federal Alert Gateway Halifax, 31 Oct – 3 Nov 2011 ICT Accessibility For All 13

GSC 16 -PLEN-65 Committee/Forum Mission/Scope • Next Generation Interconnection Interoperability Forum (NGIIF): The NGIIF addresses next-generation network interconnection and interoperability issues associated with emerging technologies. Specifically, it develops operational procedures which involve the network aspects of architecture, disaster preparedness, installation, maintenance, management, reliability, routing, security, and testing between network operators.
