Introduction and Background • The District Development Model announced by the President seeks to address the silos and the lack of coherence of planning and implementation in all spheres of governance. • The first launch of the Model took place in OR Tambo District Municipality on 17 September 2019. The second launch was held in e. Thekwini Metropolitan Municipality on 18 October 2019. The third and last launch was held in Waterberg District Municipality on the 26 th of November 2019. • The overall aim of these launches is amongst others, to kick-start a diagnostic process towards the formulation of “ONE PLAN” for implementation in each of the 52 district and metro spaces. This plan will ensure that government plans and implements in unison with other stakeholders over the short, medium and long terms. This plan will also address current challenges of poor intergovernmental coordination, planning, budgeting and implementation. • Directly linked to District Rural Development Plans developed by SPLUM. • As part of DALRRD Strategy for re-prioritisation, the NARYSEC youth programme has been identified to pilot the DDM. (300 youth per District to be targeted). 1

OR Tambo District Functional Region Summary Functional region 1: High agriculture potential area are found along the coast stretching from Mbotyi until the Coffee Bay. The FR stretches along the coast of Igquza Hill LM, Port St Johns LM, Nyandeni LM, King Sabatha Dalindyebo LM. The area is proposed to focus on the oceans economy, agro processing, ecotourism, nature conservation and small rural town revitalisation. Characterised by unique biodiversity and conservation area. 3 Functional region 2: High agricultural potential land is located on the north western part of the district. The area consists of some of the major towns in the district with Mthatha, Tsolo, Qumbu and Libode. The functional region is also characterised by high potential in forestry, tourism and renewable energy sources. 4 1 2 Functional region 3: Areas with high potential agricultural is located along the Southern Boarder of OR Tambo in the vicinity of the town of Mqanduli. The areas is characterised by high levels of poverty, subsistence farming and small scale livestock and fish farming. The area does possess potential for agricultural expansion. Functional region 4: Areas with high agriculture potential for are found within this FR. This includes areas around the towns of Flagstaff and Lusiki. The area also possesses high potential forestry. The region is located in close proximity to the planned Lambasi Agri Hub. 4

It falls over the administrative boundaries of Inquza Hill, Port Saint Johns and Nyandeni LM. The following suitable commodities have been identified: Lusiki/Flagstaff– Suitable: Canola; sunflower; Marginal suitability: Maize and Irrigated potatoes; Moderate: rainfed soya and dry peaches Cross Mission Area: Marginal Suitability: Rainfed Soya; Moderate: Sunflower Moderate suitability across functional region for rain fed dry bean REQUIRED INTERVENTIONS Short term: Agricultural development (Soya Bean production; Cannabis Agri Production and Processing) High water backlogs in Port St Johns and i. e. Thekwini Metro Profile Region Descriptions The e. Thekwini Municipal Area (EMA) can be divided into four cohesive and functional Spatial Regions (SRs) by virtue of the geophysical features of the Municipality and the associated settlement patterns and linkages that have developed in response to these regions. The first division that is apparent is at the metropolitan level where the Umgeni River, the Umlazi River and the Kloof Ridge dissect the municipal area into four sub metro areas (i. e. central, north, west, and south). These features are such that physical linkages between the sub metro areas are constrained to narrow corridors (bridges across the Umgeni and the Umlaas) and a very limited access corridor through the Kloof Ridge. The municipality is further divided into an Urban Area and a Non-urban area demarcated by an “Urban Development Line (UDL)”. The municipality strives to provide “urban related” services within the UDL, but will provide a lower standard of service to the areas outside the UDL. The EMM further contains 16 Traditional Council Areas (TCs) and three Community Associations (CAs) 12

It abuts in the north onto both the central and western metropolitan planning regions. Thekwini Metro Profile Central and Western Region REGION DESCRIPTION Central Municipal Planning Region (CMPR) extend from the Umgeni River, in the North, along the coast through to the Umlaas Canal in the South and extend to the escarpment in the west. The region extends over an area of 677 km 2 (67772. 33 ha). It is the urban core of Metro (commercial, retail, financial & administrative hub) REGION DESCRIPTION • • The Western region is approximately 78 438 ha in extent, representing 34% of the municipal region. A large part (50%) of the Outer West region comprises traditional areas. A major portion of the metropolitan open space system (50%) which requires protection is found within this region. Waterberg District Functional Region Summary FUNCTIONAL REGION 1: THABAZIMBI FUNCTIONAL REGION Thabazimbi is an iron-mining town in the Waterberg District Municipality. Mining is the main commodity in Thabazimbi followed by game farming in the surrounding farms. Subsistence farming takes place in the townships in a small scale due to shortage of land. PROGRESS SUMMARY YOUTH RECRUITMENT • Working closely with key stakeholders including Traditional Leaders, 1000 youth has been recruited and reported to Thaba Nchu College during the weekend of the 18 to 19 January 2020. • The youth is currently receiving Youth Leadership Training for 12 weeks, after which they will be with TVETs and Agricultural Colleges for their training. HIGHER LEARNING INSTITUTIONS • The engagements with the Institutions of Higher Learning that can provide tailor-made training for the recruited you is at advance stages. These will be practical trainings for work readiness. • PROJECTS PACKAGING AND COSTING • Various projects as lifted through spatial analysis and other sector plans are being packaged for implementation. • Start-up packages for youth to start enterprises linked to these projects will be provided. 21
