Why Youth Exchange? Rotary Avenues of Service: Club service, Vocational Service, Community Service, International Service, Youth Service. Rotary Youth Exchange promotes peace through cultural understanding and leadership development in youth. – For 2018 -19 Rotary Year: 9, 300+ total exchanges • Europe 39%; North America 26%; South America 20%; Asia 10%; Other 5%
Impact of Youth Exchange? Number of Rotarians: Conservative estimate - 4 Rotarians per exchange student - Club YEO, Club YEC, Club President, District YE Chair - 9337 students (2018 -19) x 4 = over 37, 000 Rotarians Impact of ONE student: ~ 255 people Student’s family and extended family; Student’s Rotary Club; Host families; Host School; Host Rotary Club Impact of 9, 337 (2018 -19) students in one year: 255 x 9337 = 2. 38 million people in one year Without Any Funds From Rotary Foundation!!
District and Club Positions RI Code of Policies, Article 41. 070. 18, Volunteer Selection & Screening: District Governor Youth Services Director All adults (Rotarian and non-Rotarians) involved in the program. . . must be interviewed to determine suitability to work with youth, complete and sign a Youth Program Volunteer Application, and agree to undergo criminal background checks, including law enforcement public record checks and a reference check. Youth Exchange Chair Club Positions Inbound Coordinator Club YEO & YEC Inbound Students Outbound Coordinator Club YEC Outbound Students Rebound Coordinator Rebound Students Alumni (Rotex) Club Volunteers Note: Club YEO is required by Dept of State for each club hosting Inbound students. Note: Club YEC is required by RI Code of Policies for each Inbound and Outbound student.
Student Eligibility • Must be in good academic standing: top 50% of class or 2. 75 GPA. • Age of 15 1/2 – 18 1/2 on August 1 st the year of departure for Summer Outbound. A few exchanges occur in January (Winter Outbound). • Leadership qualities; Adaptability and flexibility; Positive character. Students are ambassadors for Rotary, their community and the U. S. • Willingness to learn a foreign language • Recommended by a sponsoring local Rotary Club A family member does not have to be a member of Rotary to qualify.
D 5390 Timeline For US Outbounds Starts 1 Year Before Departure • August-September: Information sessions for prospective students and parents • September 15 th to October 1 st 2020 Apps to clubs and club interviews • October 15 th Submit complete application to Montana District 5390 RYE (For those selected after Club interviews) – Complete application – student & family data; medical, dental, optical, school recommendation, consent forms, Rotary club sponsorship & endorsement, birth certificate, transcripts, passport, etc. • • • November 14 th District 5390 District interviews December : Country assignments received from District 5390 Winter/Spring: Orientation and training for students and parents April: District 5390 Conference May/June: Visa processing August: Depart on exchange
What Students Can Expect • 2 -3 host families anxious to show their country • Some travel with host family • Immersion in a different type of school system with classes taught in a foreign language • Youth Exchange sponsored events with a new set of friends from many foreign countries • Safety and security by a vetted Rotary network
Outbound Student/Family Costs • Application Fee - $100 Due with completed application – Non-Refundable. • D 5390 Outbound Fee $6750: (payable in up to 4 instalments) – Round trip airfare to any assigned country in the world with one date-change allowed for return ticket – Administrative Fees: District 5390, Travel Agency, Activities – RYE Insurance - Health, Liability, Emergency Evacuation – District 5390 Conference registration and rooms • Mandatory for student – Mandatory outbound training sessions for students and parents – Pre-departure language programs Host club provides room, board, school tuition and fees, and a monthly stipend of $75 - $100 in local currency.
Club Sponsorship For Outbound Student – Club costs to sponsor outbound: $0 – Parents pay D 5390 flat fee per outbound student • Flat fee covers most US costs, but not additional host-country costs • Gives parents predictable $$ when they need to make decisions – Sponsor club must appoint a Youth Exchange Counsellor (YEC) per RI Code of Policies • Low demand position, but must complete RI required training • Assist District team in interview and selection process • Involve sponsored outbound student in club meeting/activities
Club Sponsorship For Inbound Student • Annual budget estimate to sponsor Inbound student: ~ $3, 000 without optional costs. – – D 5390 RYE Admin; $1300 District Conference: Peace Park Assembly D 5390 Admin In Bound Orientation; Allowance (minimum of $100 per month to the in bound student) OPTIONAL: Cell phone, some school expenses, gifts, miscellaneous • Find 3 host families for student in same school district • Appoint a Youth Exchange Officer (YEO) and Youth Exchange Counsellor (YEC) per RI Code of Policies – Both must complete required training – YEC involves student in club activities HOSTING CLUB MUST COMMIT 1 YEAR IN ADVANCE
What We Need From You Support For Rotary Youth Exchange has many forms • Need Volunteers to participate in our youth exchange activities • Need qualified host families for inbound, club YEO and YEC • Help us get the word out to teens and parents all year – language departments, church groups, PTOs/PTAs, Interact, RYLA – Need Rotary network marketing during recruitment phase which starts in August each year (depart following August). – Because of Rotarians, we are the lowest cost student exchange program, period. – Like a scholarship, Rotary covers room, board, tuition, and monthly stipend – Rotary clubs and vetted volunteers dedicated to safety and security of all students
