Role of SETAs • To identify and address skills needs in their sector • Compile and implement Sector Skills Plans • Mandatory Grant claims process • Establish and promote learning programmes • Focus on PIVOTAL programmes • Facilitate discretionary grants
Definitions • Discretionary Grant: Money allocated within a SETA to be spent on discretionary grants and projects contemplated in regulation 3(2)(c) to (9) as read with regulation 6. • Levy-Paying Employer: An employer who is compelled to pay skills development levies in terms of section 3(1) of the Skills Development Levies Act. • PIVOTAL: An acronym which means professional, vocational, technical and academic learning programs that result in qualifications and part qualifications on the National Qualifications Framework as contemplated in regulation 3(6) and (7) as read with regulation 6(11) to (15). • Non-Pivotal Programmes are programmes which do not lead to credit bearing qualifications, however address key objectives and priorities of the SETA

National TVET WBE Program (Projects) Department of Higher Education and Training (DHET) identified the need to capacitate the public TVET Colleges so that they can become the preferred providers of occupational skills, as relevant, in South Africa. DHET identified the need to address the high unemployment rate amongst the age group 16 – 34
National TVET WBE Program (Projects) • Number of TVET students who enter a National Diploma internship annually • Number of TVET students who complete a National Diploma internship annually
Criteria • • Employers should have an approved WSP. Employers can place learners with their clients and not charge their clients an administration fee. Participating employers should be registered stakeholders in our Fasset sector as a levy paying or NLP employers. Employers must submit a comprehensive application for participation as prescribed by Fasset. This is to ensure learners are provided with relevant experience and that employers have adequate resources and infrastructure available to host the learner/s. Learners must enroll for the 18 -month internship to complete the National N Diploma in a business studies stream. Learners must have completed their theoretical training (N 6 certificate) at a public TVET College recognized by DHET. The completion letter must be submitted by employer upon completion of the 18 – month internship (indicator 3. 26) by the learner.
HET: WORK PROGRAMME (PIVOTAL) • Unemployed university graduates are placed for a minimum 12 -month period at a FASSET employer following work readiness training • Budget per learner: – R 60 000 for stipend per learner (i. e. R 5 000 a month for the duration of 12 months) – R 20 000 for work skill component aligned to a unit standard (Once off), this is per learner. – Employer will be paid in a form of reimbursement
Criteria • • FASSET employer Grant (small, medium, large) including Government and Provincial employers The intervention will comprise of a work skill component aligned to a unit standard and placement with Fasset employer Unemployed graduate programmes aligned to occupations in the FASSET sector – not necessarily scarce skills Beneficiaries (Blacks, Coloureds from the Northern Cape and Western Cape and people with disabilities) to be placed for a minimum of 12 months with an employer in the Fasset sector Companies applying must demonstrate capacity to host and mentor learners, with evidence that learners will be placed in a functional unit aligned to the learner’s qualification. Companies appointed must select suitable training providers to provide employability skills OR select from the FASSET database to provide training. The training intervention by the service provider must not be less than a minimum of one month in total during the 12 -month period. This intervention will thus cover the cost of the skills component and the stipend for learners, and the stipends will be paid in arrears upon the submission of the invoice.
NSC WORK PROGRAMME • Unemployment matriculants funded for placement at Fasset employers for a minimum of 12 months following work readiness training. • Budget per learner: – R 42 000 for stipend per learner (i. e. R 3 500 a month for the duration of 12 months) – R 20 000 for work skill component aligned to a unit standard (Once off) this is per learner – Employer will be paid in a form of reimbursement
Criteria • • This is a FASSET employer Grant (small, medium, large), open to FASSET sector employers only The intervention must comprise of a work skill component aligned to a unit standard/ accredited module and a placement component (with a Fasset employer) Beneficiaries (Blacks, Coloureds from the Northern Cape and Western Cape and people with disabilities) must be unemployed matriculants and have Completed an NSC/ school leaving certificate Beneficiaries to be placed for a minimum of 12 months with an employer in the Fasset sector Companies applying must demonstrate capacity to host and mentor learners, Companies appointed must select suitable training providers to provide employability skills OR select from the FASSET database to provide training. The training intervention by the service provider must not be less than a minimum of one month in total during the 12 -month period. SMALL BUSINESS LEARNER PLACEMENT GRANT • Unemployed university graduates placed at a small business annually. • Budget per learner: – R 80 000 for stipend and work skill component (i. e. R 5 050 a month for the duration of 12 months) – Reimbursement model will be used
Criteria • Employers employing between 0 -49 employees, NLP and Small employers only are eligible to apply • Employers must have submitted an NLPE registration or MG to FASSET • Unemployed University graduates are eligible • Learners to be placed for a minimum of 12 months with an employer in the Fasset sector • Companies applying must demonstrate capacity to host and mentor learners, with evidence that learners will be placed in a functional unit aligned to the learner’s qualification.
WIL programs from HET • Learners who are required to complete a work experience component in order to complete their qualification assisted by Fasset to find a suitable work placement. • Budget per learner: • R 52 000 for stipend per learner (i. e. R 4 333 a month for the duration of 12 months) • R 20 000 for work skill component aligned to a unit standard (Once off) this is per learner • Employer will be paid in a form of reimbursement
Criteria • FASSET employer Grant (small, medium, large) including Government and Provincial employers • Unemployed learners who passed their theory and require the work experience component to enable them to complete their qualification in the sector • Beneficiaries to be placed for a minimum of 12 months with an employer in the Fasset sector • Companies applying must demonstrate capacity to host and mentor learners, with evidence that learners will be placed in a functional unit aligned to the learner’s qualification.
AET Programmes • Assist learners requiring a structured work experience program to complete the requirements of their qualification and have been enrolled by Fasset
Criteria • SETA and AET and Training Colleges partnerships • Unemployed Community members of all ages • Existing Accredited skills programmes (debtors clerks, financial literacy, entrepreneurial programs) • AETs identified must demonstrate readiness to commence training in 2020/21 • Allocation may cover lecturer salary, learning materials. • Learner transportation and meals voucher may be provided • Only AETs registered with Department of Higher Education and Training to be used
COMMUNITY EDUCATION AND TRAINING COLLEGE SUPPORT NON – PIVOTAL • Assist unemployed learners to obtain knowledge and Skills which contribute to their ability to become economically active.
Criteria • SETA and Community Education and Training Colleges partnership • Unemployed Community members of all ages • Existing Accredited skills programs (debtors’ clerks, financial literacy, entrepreneurial programs) • CETs identified must demonstrate readiness to commence training in 2020/21 • Allocation may cover lecturer salary, learning materials and cost of accreditation of the CET • Learner transportation and meals voucher may be provided • Reporting requirement: entry • Only community colleges registered with Department of Higher Education and Training to apply
ACADEMIC SUPPORT PROGRAMME: UNIVERSITIES OR UNIVERSITY OF TECHNOLOGY • The Academic Support Programme has been designed to assist predominantly unemployed as well as employed learners (at NQF Levels 6 9) to complete academic qualifications in order to fully access work opportunities in the Fasset sector or further their studies.
ACADEMIC SUPPORT PROGRAMME: UNIVERSITIES OR UNIVERSITY OF TECHNOLOGY • Number of unemployed learners who enter an academic skills programme for progression at University annually • Number of unemployed learners who completed an academic year or qualification via the Fasset Bursary Scheme annually
Criteria • Universities include any public HEI so proclaimed by DHET, or private HEI as accredited by CHE are eligible to apply • The program should be managed by University/ies or University/ies of Technology (Grant Applicant), service provider and professional body institutions to deliver academic support programs • Academic support must be linked to qualifications that are registered on the National Qualifications Framework (NQF) at minimum level 6. • Service provider must achieve a minimum 70% throughput rate. • The qualification/s proposed must be linked to one or more of FASSET’s top ten scarce skills for the 2020/2021 financial year. • The programme is designed for leaners that have been identified as atrisk learners. An “at risk” learner is defined as a learner that has the potential to pass an academic year or achieve an academic qualification but will require some form of structured assistance to do so.
FASSET BURSARY SCHEME (FBS) • The FBS provided end-to-end support to the ‘missing middle’ – the category of learners who are currently above the salary threshold (means test) applied by NSFAS but who are unfortunately not eligible to qualify for bank loans to fund tertiary studies. Learners from households with an income of R 0 to R 600, 000 are eligible. • Number of unemployed learners where a bursary is awarded via the Fasset Bursary Scheme • Number of unemployed learners who completed an academic year or qualification via the Fasset Bursary Scheme annually
Criteria • • • The learners must be at an NQF Level 6 – 10. Learners must be doing their under-graduate and post-graduate qualifications. Learners from combined household incomes of between R 0 and R 600, 000. The programme must address the top 10 scarce skills areas as identified in the SSP. Only African Black and Coloured learners studying in Northern Cape and Western Cape and learners with disabilities will be eligible for the program. Learners are funded from the 1 st level onwards. The service providers can be Public Universities; Universities of Technology (as listed by DHET); Private Bursary Management Agencies, and Professional Bodies with capacity to manage a bursary fund that will result in the progression of learners from one academic year to the final academic year OR achievement of an academic qualification registered on the NQF. Service Provider must achieve a minimum of 70% throughput rate. Learner doing their 1 st year should have been accepted by a public university for a qualification in the FASSET sector Learner should not be receiving any other bursary funding during the academic year which Fasset is funding. Funding will cover tuition fee, accommodation, stipend, books and academic support.
BASIC EDUCATION: MATHS AND ACCOUNTING SUPPORT EXPOSURE • Assist unemployed learners to enhance their mathematics and accounting results at National Senior Certificate level.
Criteria • • Public entities, universities, government /SETA / NGO partnerships, service providers and professional bodies may apply to Fasset to participate. Program types may include Mathematics, Accounting and English camps, Boot camps currently running at School venues, Matric Re-write programs, extra classes Beneficiaries are learners entered in grade 8 to grade 12 during the 2020 school calendar year Learners that are in Grade 8 to Grade 12 are eligible Mathematics, Accounting and English subjects to be considered. The program cannot be less than a month and must be between 1 to 12 months of duration Facilitation costs, materials, and Learner transportation and meals may be covered
PUBLIC SECTOR GRANTS: SPECIFIC GRANT CRITERIA Public Sector Grant Discretionary Grant Options Proposed Criteria for 2020/21 Public sector employers in the FASSET sector can apply Learners are placed in learnership OR Receive Academic Support mainly relating to bursaries registered for qualification or part qualification registered on NQF; OR • Registered on a non-PIVOTAL program relating to internship and graduate placement linked to one of FASSET’s top ten scarce skills • • • Public Sector PIVOTAL Placement Grant • The grant applies to workplace-based programmes that meet the PIVOTAL requirement. This may relate to learnerships implemented for the first time, or additional learners on learnerships where the standard tariff of the LEG is deemed insufficient. • Public sector employers in the FASSET sector • Unemployed learners are eligible
PUBLIC SECTOR GRANTS: SPECIFIC GRANT CRITERIA • • • Public Sector PIVOTAL Academic Support Grant This is a bursary grant for the Academic Support programmes for the public sector employers. Both unemployed and employed learners are eligible Public sector employers in the FASSET sector- as listed above It is only for the Academic support for learners on PIVOTAL qualifications. Non-PIVOTAL Public Sector Grant Public sector employers should be invited to submit proposals to fund skills development initiatives that are not registered on the NQF. This may include internship programmes where the NLEG tariff is deemed insufficient, short courses for critical skills, and so forth. Public sector employers in the FASSET sector Unemployed learners are eligible Placement grant applicable to learners on NON- PIVOTAL workplace-based programs such as internships and graduate placement programs Programs must be aligned to one of FASSET’s top ten scarce skills
Academic Support Program PIVOTAL Professional Body Qualifications and Designations • The Programme funded by Fasset is aimed at providing learners with support to complete their professional body designation. This programme is managed by a professional body institution who offer interventions that assist learners to achieve a professional qualification or designation. The programme must be registered on the NQF to meet the PIVOTAL requirement.

Proposed Criteria for 2020/2021 Financial Year • • • The following criteria are proposed for the 2020/21 financial year: Unemployed learners are eligible for this program Professional body qualification proposed must be a PIVOTAL qualification registered on the NQF. The professional body designation proposed must be PIVOTAL and therefore included in a qualification registered on the NQF. The programme must achieve a 10% throughput rate higher than mainstream results Professional bodies must be recognised by the South African Qualifications Authority (SAQA). The program proposed must result in the achievement of a professional body qualification or designation. Professional bodies must be located in South Africa and may only propose programme/s that, at minimum, are registered at National Qualifications Framework (NQF) level 6. Learners that are “at risk” must be identified. An “at risk” learner is defined as a learner that has the potential to pass an assessment/s and achieve a professional body qualification but will require some form of assistance to do so.
Academic Support Programme Non-PIVOTAL Professional Body Qualifications and Designations • The programme is aimed at providing learners with support to complete their professional body designation. It is required that the professional body institution propose the implementation of support courses and soft skills. • Non-PIVOTAL Qualification/Designation Support Programmes assist learners to: – Achieve a non-PIVOTAL academic qualification linked to one of Fasset’s top ten scarce skills for the 2020/21 financial year; or – Complete a non-PIVOTAL professional body qualification linked to one of Fasset’s top ten scarce skills for the 2020/21 financial year; or – Attain a non-PIVOTAL professional body designation, linked to one of Fasset’s top ten scarce skills for the 2020/21 financial year, which has been obtained via an assessment process.
