DISASTER RISK MANAGEMENT FUNCTION Focuses on preventing or reducing the risk of disasters, mitigating the severity of disasters, emergency preparedness, rapid and effective response to disasters and includes post-disaster recovery. Protects communities by coordinating and integrating all activities necessary to save lives, reduce human suffering and mitigate further harm to disaster-affected populations. 3
DISASTER RISK MANAGEMENT FUNCTION DISASTER RESPONSE TEAMS Rendering an efficient, cost effective, unprejudiced and equitable fire & rescue, traffic and engineering service to MMM citizens and visitors to prevent the loss of life. 4
SUB-DIRECTORATE DISASTER MANAGEMENT ORGANISATIONAL DESIGN AND FUNCTIONS DISASTER MANAGEMENT PREVENTION AND MITIGATION EMERGENCY CONTROL CENTRE FUNCTIONS • Disaster prevention / reduction • Disaster mitigation • Emergency planning • Coordination of Disaster response • Receipt of distress calls in respect of fire, rescue and traffic • Dispatching of appropriate resources • Post Disaster recovery and rehabilitation • Management of resources • Public education • Designated Control Centre for • Exercising of contingency plans • Management of public events incidents on N 1 and N 8 routes 5
DISASTER MANAGEMENT: ROUTINE ACTIVITIES Emergency Control Centre receives and dispatch distress calls relating to fire, rescue, traffic and humanitarian services. JOC ECC 6

DISASTER MANAGEMENT: ROUTINE ACTIVITIES Conduct Safety and Grading assessment in terms of the SA Sports & Recreation Events Act (SASREA Act ) Panels slipping causing deformation Movement & decay visible on top level; high risk for collapse Attend plenary meetings pertaining to events and participate in Joint Operations Centres or Venue Operating Centres 8
DISASTER MANAGEMENT: ROUTINE ACTIVITIES Participate in major multi disciplinary exercises which involved role players such as Emergency Medical Services, Fire and Rescue, SAPS, and South African Air Force. Compilation / updating / review of contingency plans by entities like businesses, health care facilities, educational institutions. etc 9

ACHIEVEMENTS • Compilation and approval Management Framework of the City`s Disaster • Compilation and approval of the Corporate Disaster Management Plan ( Reviewed 2019) • Establishment of Disaster Management Centre as a Sub Directorate within Social Services Directorate • Establishment of the new Disaster Management Control Centre • Compilation of the Risk and Vulnerability assessment for MMM 11

CHALLENGES § Incorrect placement as operational function- not appreciate as strategic function § Corporate resource constraints(staff, budget & machinery) § Poor planning & development of settlements within flood-prone areas • Poor level of community resilience due to overdependency on City`s resources & lack of sustained education 15
CHALLENGES • Poorly or un-serviced 43 villages (trust areas) • Line functionaries abdicating their primary risk reduction responsibilities • Very slow implementation of Climate Change adaptation strategies • Drought impact: [Decline in agricultural yield, increase fire hazards, increased livestock, wildlife and fishery mortality rates, reduced dam water levels, prevalence of diseases, etc] 16
