Disaster Laws The idea National Societies and governments in SEA are some of the most active in the world in disaster law § Given the scale and frequency of disasters, it is crucial to have strong national and regional mechanisms in place § As a bridge between communities and local/national authorities, and with technical advice from the Disaster Law Programme, NS are in a unique position to work with governments to promote the development, understanding and implementation of disaster laws § Building upon progress in the region, why not establish a group to enhance / formalize cooperation and partnership in disaster law? § www. ifrc. org Saving lives, changing minds.

Disaster Laws Purpose and objectives To increase and share knowledge, experiences, challenges etc. in disaster law through peer-to-peer learning. § Identify and discuss opportunities / entry points to engage and collaborate with governments and relative stakeholders e. g. regional bodies (ASEAN), NGOs, CSOs, UN etc. on disaster law issues. § Platform to seek technical advice and inputs from other National Societies and the IFRC Disaster Law Programme. § Foster a regional, strategic approach to working on disaster law, and contribute (where relevant) to key international and regional forums on behalf of Southeast Asia…. raising the voice of the region! § www. ifrc. org Saving lives, changing minds.

Disaster Laws Membership options Comprised of a disaster law focal point from each of the 11 National Societies in Southeast Asia? § Start with 5 - 6 focal points from those National Societies active over a long time in disaster law? i. e. smaller ‘committee’? § Technical advice / oversight from IFRC § www. ifrc. org Saving lives, changing minds.

Disaster Laws Engaging with other partners Include representatives from NDMOs e. g. joint RCRC/ASEAN advisory group? Help to maximise collaboration, align efforts, position southeast Asia as a leading region in disaster law § Can propose this idea to the ASEAN ACDM? § For the RCRC, this can also feed into other relevant networks e. g. Asia Pacific Legal Advisor’s network, Community Safety and Resilience Forum. § Platform to engage with other partners too e. g. CSOs, NGOs the UN, etc. § www. ifrc. org Saving lives, changing minds.
