Disaster Emergency Medical Personnel System (DEMPS) Program Virtual Learning Environment: A Demonstration through the ADDIE Model Dr. Bob Smith Program Manager for Education, Training, and Exercise Veterans Health Administration Office of Emergency Management Department of Veterans Affairs icfi. com | 1
Learning Objectives • Describe the instructional design process used to design the scenarios that were developed for the virtual learning environment. • Demonstrate the Asynchronous virtual environment. • Demonstrate the Federal Coordinating Center Synchronous virtual environment. • Demonstrate the Patient Care Provider Synchronous virtual environment. icfi. com | 2
Background 2009 - Feasibility Study Conducted 2010 - Vendor Days and Report 2011 - Analysis and Year 1 of Instructional Design 2012 - Year 2 of Instructional Design and Year 1 of Development 2013 - Year 3 of Instructional Design and Year 2 of Development 2014 - Year 4 of Instructional Design, Year 3 of Development, and Year 1 of Implementation icfi. com | 3
What took so long for Implementation ? From 2009 to 2012 the PM took a deliberate approach to identify the best gaming engine for the VLE. icfi. com | The instructional design just like the gaming engine: choice was deliberate. The development once started took one year to complete the basic world. A deliberate funding approach from FY to FY. 4
What did we design? 2011 2012 5 Scenarios 2013 4 Scenarios 2014 icfi. com | 1 Scenario 5 Scenarios 5
What did we develop? A Virtual Learning Environment using Unity 3 D Asynchronous: single person Synchronous: live avatar role playing based upon designed scenarios icfi. com | 6
Scenarios: Competency Based 1. 2. 3. 4. 5. 6. 7. 8. MD/DO/PA/NP RN Social Worker/Psychologist Chaplain Police Health System Leaders Pharmacists Emergency Management Specialist Others to be designed as the competency framework is available icfi. com | 7
Scenarios: Skill Level Based icfi. com | 8

Continuing Medical Education (CME) • Each scenario will be accredited for CME 1. ACCME 2. ANCC 3. ASWB 4. APA 5. ACPE • Each accrediting body has different requirements icfi. com | 11
VA Talent Management System 1. Each scenario will be a TMS item #. 2. Each scenario will be launched from the TMS. 3. Each participant will complete a post-scenario survey based upon CME requirements. 4. Once survey is complete the TMS registers scenario completion. icfi. com | 12
Reusable Design Scenario Evaluation System Injects icfi. com | 13
Reuse Enables Tailoring As Scenario is Played (Dev) Reusability is a requirement Each element built once and used multiple times - icfi. com | VLE uses a content management system to store meta-tagged interactive elements based upon the individual scenario 14
Reuse Enables Efficiency (Business Case) The content management system stores meta-tagged interactive elements based upon the scenario Each element is built once and used multiple times Reusability is a requirement! icfi. com | 15
Who are we training? DEMPS volunteers • +8, 600 volunteers who are current VHA employees • Various occupations: physicians, security, nursing, social workers… • Drawn from throughout US, Puerto Rico, Guam, and Philippines icfi. com | 16
What does the VA Gain • Each time we travel for training, the cost estimate is $1750 per trainee. • Each time we travel for training, we lose 40 hours of Veterans care per trainee. • Each time an individual trains on the VLE we save $1750 in travel costs. • Each time an individual trains on the VLE we save 38 hours of care for Veterans. Each scenario requires 8 -12 participants icfi. com | 17

Summary • The ADDIE process applies regardless of the media • Design takes time and drives the platform selection • VLE can be used to provide for exercise-like learning via role playing with crafted scenarios – Learning objectives – Assessment – Scaffolding to promote mastery icfi. com | 24
