Key facts (WHO media center, 2011) Over a billion people, about 15% of the world's population, have some form of disability. Between 110 million and 190 million people have significant difficulties in functioning. Rates of disability are increasing due to population ageing and increases in chronic health conditions, among other causes. People with disabilities have less access to health care services and therefore experience unmet health care needs.

Disability overview in ASEAN • Noted in the December 2010 Jakarta Declaration that “ 60 million persons with disabilities living in ASEAN are still marginalized in society due to the physical, informational, attitudinal and systemic barriers”. • Two decades of ASIA – PASIFIC for person with disabilities: – 1 st decade : 1992 – 2002 – 2 nd decade : 2003 – 2012 • Four Countries within ASEAN ratified the Convention on the Rights of Person with Disability (CRPD), The Philippines, Thailand, Malaysia, Republic of Lao and Indonesia; • Disability Community Perspectives: – Jakarta Declaration 2010 of Regional Conference on ASEAN and Disability. – ASEAN People Forum Statement 2010 – 2011; APF/ACSC Conference
