European Project EUSR European Union Special Rescue Comparative analysis of the methods in use. This should lead to a concept for all EU-Fire brigades for the installation, training and technical equipment of fire service groups for special rescue from heights and depths as well as a basic training manual for every fire fighter. AIM: • minimize the risks related to operations in heights and depths during fire attack and technical rescue.

SAF Course 1 st level phase “A” • Objective: Improve rescue operators safety during operations with high risk of fall, using mountain and cave climbing procedures and specific equipments. • Activity only in team • Duration: 1 week
SAF Course 1 st level phase “B” • Objective: Acquire more autonomy in victims rescue under complex conditions with heavy loads. • Duration: 2 weeks
SAF Course Fluvial - Alluvial • Objective: Learn rescue techniques in fluvial-alluvial environment with heavy stream, in safety conditions. • Duration: 2 weeks
First Sanitary Aid Course • Basic Life Support part • Trauma Vital Support part • Duration: 1 week
SAF Course 2 nd level phase “A” • Objective: Acquire deeper knowledge about SAF techniques and equipment, accidental scenarios and available resources to optimise the rescue operations in synergy with other specialized teams. • Duration: 3 weeks
SAF Course 2 nd level phase “B” • Objective: Apply SAF techniques in synergy with C. N. VV. F. Flight Department, integrating them with helicopter usage, to reduce territorial, morphological and climatic limits, which can heavily obstruct the Fire-fighters operations. • Duration: 2 weeks

Course aims Increase the safety of rescue operators according to the European Directives concerning the improvement of workers safety and health while working 89/391/CEE , 89/654/CEE, 89/655/CEE, 89/656/CEE, 90/270/CEE, 90/394/CEE, 90/679/CEE) Improve the professional skills of rescue operators guarantying the rescue of a larger number of persons with a higher level of safety.
Organization and structure COURSE 1 A THEORETICAL PRACTICAL Course duration is 36 hours I. The first two days includes two theoretical and two practical sessions. II. Third and fourth day includes one theoretical and three practical sessions. III. The last day is fully dedicated to the final evaluation which includes a theoretical part (quiz) and practical tests.

Final Evaluation EXAMINATION THEORETICAL 35 questions (quiz); The test is passed with at Least 25 correct answers PRACTICAL 2 execution tests on manoeuvring 1° test: anchorages, drop and lift with safety system; 2° test: rise and descend techniques in emergency condition, eight shaped knot and progression arrangement.
Final Evaluation Theoretical and practical tests are separately evaluated The final test is considered passed only if the two verifications are passed In case both tests are passed, the final vote is: (1) SUFFICIENT (2) GOOD (3) EXCELLENT
Conclusions Present situation • Training level 1 phase A is extended to all incoming operative personnel (since 1994); • Gradual formation of in service personnel; • basic information to the staff on duty not yet skilled on SAF methodology;
