Homeland Security Act of 2002 — “All standards activities of the Department shall be conducted in accordance with section 12(d) of the National Technology Transfer Advancement Act of 1995 (15 U. S. C. 272 note) and Office of Management and Budget Circular A-119”. § The law requires DHS to rely on private sector standards bodies. i. e. , to extent possible to: § Use/adopt industry standards § Develop standards through private sector standards bodies such as ASME, ASTM, IEEE, NFPA, SAE, and UL, etc. § Promote the use of voluntary consensus standards over government unique standards § DHS reports annually to OMB on standards use DIVERSE PERSPECTIVES + SHARED GOALS = POWERFUL SOLUTIONS 3

Standards Executive & Public Notification of Standards Activities § OMB A-119 encourages each agency to alert the public through the Federal Register or the agency’s webpage when the agency is: § Considering whether to participate in the standards development process of a particular body § With the intention of using the resulting standard to support significant regulatory action, promote international regulatory cooperation or address issues of national priority § Information could include: § Which body or organization is developing the standard § Why the agency’s participation is relevant to the public, and § Methods by which the public can obtain more information DIVERSE PERSPECTIVES + SHARED GOALS = POWERFUL SOLUTIONS 9

Why ASSESS? § If you ask any DHS program manager whether or not s/he would like to use industrial standards in her/his program, the answer is always a resounding “Yes”. § Avoids using proprietary technology § Easier updating/upgrades § Easier integration § The next statement is also true: “But I don’t know what standards to use. ” GOAL: Helping program managers identify and access relevant industrial standards DIVERSE PERSPECTIVES + SHARED GOALS = POWERFUL SOLUTIONS 19

And…it’s also required by law § OMB Circular A-119 -- DHS Secretary Responsibilities § Designate a senior level official as the Standards Executive - responsible for the agency's implementation of this Circular and who will represent the agency on the Interagency Committee on Standards Policy (ICSP). § Federal agencies “… must use voluntary consensus standards in its regulatory, procurement, and program activities in lieu of governmentunique standards, unless use of such standards would be inconsistent with applicable law or otherwise impractical. ” § 15 CFR 287. 5 Responsibilities of an Agency Standards Executive § Promote effective use of agency conformity assessment related resources § Develop agency positions on conformity assessment issues DIVERSE PERSPECTIVES + SHARED GOALS = POWERFUL SOLUTIONS 20

Initial Step for Standards Access § The DHS Standards Program, in conjunction with the DHS Library, has entered into a pilot agreement with IHS Marketplace § granting access to their system for all DHS employees and contractors in the National Capital Region (NCR). § IHS Engineering Workbench is an online system utilized to research, analyze, and organize standards and specifications, as well as related documents. § DHS Standards will work to expand access to those in other areas of the U. Accessing the system § Prior to accessing the system, you must register via the provided DHS IHS Registration Link.
