Objective • To seek endorsement for streamlining the Directors General Event Response Committee (DG ERC) and the Directors General Emergency Management Policy Committee (DG EMPC) to form the Directors General Emergency Management Committee (DG EMC) - a single DG level forum that will manage operational response efforts and occasional emergency management (EM) policy/program initiatives. 51

Background • Both DG ERC and DG EMPC provide a forum to coordinate a whole-of-government approach to EM in Canada while advancing priority initiatives in a consensus-based manner. Both committees exercise leadership on a broad range of horizontal initiatives while facilitating interdepartmental collaboration. • While the synchronization between EM policy/programs, and response operations is clear across the federal family, the overlap of membership and agenda items between the DG EMPC and DG ERC has introduced a level of engagement fatigue on its members. • Public Safety (PS), the Government Operations Centre (GOC), and Environment and Climate Change Canada (ECCC) have begun exploring innovative options to streamlining and improving EM committees while stimulating more holistic discussions around the table on horizontal and ongoing institutional priorities. 52

Scope and Implementation of DG EMC • DG EMC agendas are proposed to be primarily operational in nature, occasionally incorporating EM policy/program initiatives. Any items that require subsequent approval would continue to be raised at the Assistant Deputy Ministers EMC (ADM EMC) by the respective DG EMC co-chair. • It is proposed that DG EMC retain DG ERC’s current business cycle. o Meetings would occur on the second or third Wednesday of each month. o Ad-hoc meetings would be called on an as-needed basis to address emerging issues. 53

Proposed Membership for DG EMC • The membership of DG EMC would reflect the current membership of DG ERC. However, when meetings occur that involve policy/program issues, the following federal institutions would be invited to DG EMC: o Canadian Nuclear Safety Commission (CNSC), Canada Revenue Agency (CRA), Correctional Services Canada (CSC), Defence Research and Development Canada (DRDC), Infrastructure Canada (INFC), and Employment and Social Development Canada (ESDC). o The proposed membership list can be found at ANNEX A. • The proposed DG EMC committee would be comprised of two co-chairs as currently denoted in the DG ERC Terms of Reference: the GOC, and (presently) Global Affairs Canada. o The two co-chairs would meet bilaterally in advance of DG EMC meetings to discuss the strategic goals of each session. o For meetings involving policy/program initiatives, the co-chair position will extend to the DG, Policy and Outreach Directorate for those specific agenda items. All three co-chairs would gather prior to the DG EMC meetings date to collectively discuss what will be tabled. 54

EM Governance Structure • The amalgamation of these two committees would have DG EMC

EM Governance Structure • The amalgamation of these two committees would have DG EMC replace DG ERC within the EMC governance structure thereby making DG EMC and the Interdepartmental Committee on Search and Rescue (ICSAR) the two committees to formally report to ADM EMC (ANNEX B). • DG EMC would retain the current reporting relationship that DG ERC has with all ADM level committees relating to EM, such as ADM National Security Ops and ADM Cyber, as supported on an issue specific basis. o ADM EMC would be leveraged when policy/program focused agenda items require ADM level approval. 55

Next Steps • ADM EMC endorsement of DG EMC (early 2018) • Circulate and collect feedback secretarially from DG EMPC and DG ERC members on the draft DG EMC Terms of Reference and address questions and concerns (early 2018) • Implementation of DG EMC (by March 31, 2018) 56
