3. 1 Opening exercise DEVOLUTIO N Devolution is when power is transferred from the central government to other organisations Local Government Welsh Parliament UK Parliament The UK Parliament has shared some of its powers with devolved organisations in Wales, Scotland Northern Ireland (local governments already had powers). These are called DEVOLVED POWERS. However, the UK Parliament has also kept many powers for itself. These are called RESERVED POWERS. 3
