+ What is it? n Centralized network of communities n Working together to garner greater knowledge understanding of crime in their area and in greater area and n Developed with the intention of structuring intelligence based operations and preventative measures n For the purpose of mitigating and combating crime
+ Who is it for? n Mainly to assist Voluntary Community Support and Reaction Units n For those wanting to get a better picture and understanding of crime in their area and understand the dynamics of crime in their area n For those that want to work together with their neighbouring communities to tackle crime holistically n For those that would like to implement basic intelligence analysis processes
+ How does it work? n Based on US Military strategy called ES 2 = Every Soldier is a Sensor n It recognizes that all first responders are in effect “sensors” and can record and contribute vital information/ data n This is achieved through very easy-to-use Android based smartphone platform. n Information is housed on a secure and encrypted server.
+ Why was it developed? n We all know what the current crime situation is in South Africa and is the very reason we are sitting here today. n Most communities are developing their own community based structures to deal with crime n First step in most communities is to create visual policing processes such as nightly patrols (the traditional expectation of a “neighbourhood watch”) n Thereafter most communities then establish their own reaction units that assist police in responding to incidents. n The next step – which is not commonly undertaken, but is a natural progression, is the development of an “intelligence” unit to gather data from incidents and use data for actionable intelligence and planned operations – start working more “cleverly” n NB – Caution about casually using the term “Intelligence” due to limitations of civilians in this arena – thus we collect crime data and use this to develop usable information.
+ Why was it developed (cont) n For information to truly be valuable, we need to look at how we can centralise and share this - criminals run in between us all n As most units are voluntary and run on limited funds, SMARTCommunities has been developed at ZERO cost to the community to get access to and to run (apart from individual data to send information and training costs) n SMARTCommunities is not linked to any single organisation or entity and does NOT benefit any single organisation or entity n It has been developed for the benefit of ALL community organisations to contribute towards a better South Africa for all.

+ How is this all done n There are three entities involved n Cybertracker n SMART Programme n SMART Connect
+ How is this all done n COLLECTION OF DATA – done via Cybertracker on Android Smartphone n UPLOADED TO SERVER– either using wifi connection or user’s own data, information sent to a Smart Connect Platform established on secure server n ANALYST/ ADMINISTRATOR, connects to Smart Connect and accesses information on to desktop or laptop using SMART Programme n ANALYSIS, QUERIES, REPORTS as well as CUSTOMIZING of all above processes done through SMART programme
+ Collection of Data n Collection of Data is done via Android Smartphone using the Cybertracker app n The Data Collection Model that is then implemented through Cybertracker, can be customized for each region and this is done by Administrator using the Smart Programme n We have created generic base to start from
+ Smart Connect n Smart Connect is set up on a secure encrypted server. n Offered to the SMARTCommunities development via GKEPF n No one can access the information on the server unless you give them permission to do so n Administrator on desktop or laptop using the Smart Programme then connects to Smart Connect on the server to access the uploaded information. + SMART Programme n SMART – stands for Spatial Monitoring and Reporting Tool n The smart programme is installed on a desktop computer or on a laptop and allows the administrator/s to run a number of simple and complex processes with the information received. n Background – developed originally for Conservation Purposes. n n Most Conservation areas focus had to adapt from protected area management to wildlife law enforcement, thus SMART has adapted towards this as well Due to the built in flexibility of the programme, it has been very easy to adapt and tweak it for community law enforcement as well.
