Develop & Propagate Local Okanogan River Summer/Fall Chinook Proposal # 29040 Sponsored By: Colville Confederated Tribes Presented By: Stephen Smith
Need – Subbasin Summary Goal – Establish production-related strategies … maximize reproductive potential of salmonids.
Programmatic Guidance Mid-Columbia HCP: “Efforts will be made to collect local broodstock on the Okanogan River…” “…releases would be shifted from mainstem hatcheries to such an (Okanogan) acclimation pond” Need to propagate late-arriving summer/fall chinook that are not currently being enhanced
Programmatic Guidance NMFS’ FCRPS Bi. Op: – Phase out inbred, domesticated, and inappropriate composite broodstocks – Produce fish derived from locally adapted stocks – Acclimate and release smolts to improve homing fidelity
Sum/Fall Chinook Strategic Options Analysis: – 4 options considered (App L) – Selected dual program of Integrated Recovery and Isolated Harvest – Program includes 4 increments of new and reprogrammed production
Sum/fall Chinook Integrated Recovery Program - Objectives – Reprogram existing Similkameen summer chinook production – increase abundance and distribution of natural-origin fish – Reprogram existing PUD summer chinook mitigation – increase abundance and distribution of natural-origin fish – Increase production of Okanogan River summer chinook – increase selective C&S and recreational harvest opportunity – Propagate late-arriving summer/fall chinook – increase diversity, abundance, and distribution of natural-origin fish
Sum/fall Chinook Isolated Harvest Program - Objectives <Increase production of summer/fall chinook – increase tribal C&S and recreational fishing opportunity below Chief Joseph Dam <Provide brood stock source - experimental reintroduction above Chie Joseph Dam
Relationship to other projects • #29042: Selective Fish Collection and Harvesting Gear – develop capability to harvest hatchery-origin summer/fall chinook • #29033: Design & Conduct M&E – evaluate the effects of summer and fall chinook propagation programs • #29013: Acquire acclimation site on Chiliwist Creek – potential acclimation site for proposed summer/fall chinook production • #29008: Counting & trapping at Zosel Dam – evaluation and brood stock collection
Key M&E Objectives < Evaluate facilities and culture (#29040) < Smolt migration – timing, magnitude, survival (#29033) < Adult migration – timing, smolt-adult survival (#29033) < Adult harvest – magnitude (#29042, #29033) < Spawning surveys – habitat use, success, hat v. wild mix (#29033) < Juvenile life history – (#29033)
Expected Results • Increased utilization of Okanogan River habitat • Increased abundance, distribution, and diversity of Okanogan River summer/fall chinook • Increased opportunity for selective tribal C&S and recreational harvest of hatchery-origin fish
