Children who need help and protection deserve high quality and effective support as soon as a need is identified. We want a system that responds to the needs and interests of children and families and not the other way around. In such a system, practitioners will be clear about what is required of them individually, and how they need to work together in partnership with others. Working Together 2018

This system is described in statutory guidance Working Together to Safeguard Children 2018. o No single practitioner can have a full picture of a child’s needs and circumstances. If children and families are to receive the right help at the right time, everyone who comes into contact with them has a role to play in identifying concerns, sharing information and taking prompt action. They may be exploited sexually, or exploited criminally through selling and/or trafficking drugs, money laundering, weapons storage or the ‘cuckooing’ of property (e. g. for cannabis cultivation), or they may be exploited through use of their labour and other forms of modern slavery. (Dartington www. rip. org. uk) May involve young people perpetrating criminal offences, including the exploitation of others, as well as experiencing harm themselves (Cockbain and Brayley, 2012; Home Office, 2017; Pitts, 2013).

Neglect featured in three-quarters (208 of 278) of national SCRs and was the primary issue in one in five (19 per cent) serious harm cases. 50% of Gloucestershire's current open SCRs feature Neglect

It is a key factor identified in many serious case reviews (SCRs), where poor information sharing has resulted in missed opportunities to take action that keeps children and young people safe. Current Gloucestershire SCRs highlight six findings relating to inadequate information sharing

WORKING TOWARDS A JOINT WORKING PROTOCOL A child-centred approach to safeguarding Is fundamental to safeguarding and promoting the welfare of every child. A child centred approach means keeping the child in focus when making decisions about their lives and working in partnership with them and their families. All practitioners should follow the principles of the Children Acts 1989 and 2004 - that state that the welfare of children is paramount and that they are best looked after within their families, with their parents playing a full part in their lives, unless compulsory intervention in family life is necessary.

PURPOSE • The purpose of the Joint Working Protocol is to ensure that children and young people are effectively safeguarded through joint working between all Gloucestershire’s education providers and GCC children’s social care • Represents a joint commitment between agencies to deliver minimum standards of working in the interests of safeguarding children and young people. This recognises the joint interest in child safeguarding across the education and social care domains.

KEY OPERATING PRINCIPLES The needs and interests of the child are at the heart of joint working Regular, transparent two-way communication is acknowledged as essential to effective multi-agency child safeguarding There is commitment to the timely notification of key meetings, milestones or significant changes in a child’s life or circumstances to ensure that all agencies are able to make a meaningful contribution We will work in a strengths based restorative manner with children and families Mutual respect and an openness to challenge are accepted and viewed as positive elements in delivering effective child safeguarding Working with children and families to prevent escalation to statutory services and ensure their needs are met at the earliest opportunity

OPERATIONAL STANDARDS • In ensuring this Protocol can be effective, there a number of basic communication mechanisms which will need to be in place. Some examples: • Children’s Social Care shall notify the relevant education provider of the allocated Social Worker and Team Manager responsible for a child. • Education providers shall notify Children’s Social Care of the appropriate person to contact in their setting in respect of child safeguarding enquiries or information gathering via MASH • Communication between Social Care and educational providers shall be by appropriately secure means (Egress Switch) and underpinned by Caldicott principles and consent where necessary

OPERATING ARRANGEMENTS • This section of the protocol would set out some basic standards for different aspects of joint working from: • children in need • child protection • children in care • care leavers • Escalation • MASH / MARF’s • Whilst there are basic standards in common for all there are differences reflecting the differing requirements of Working Together 2018, statute or best practice guidance.

MONITORING AND REVIEW (GOVERNANCE) • This Protocol would form part of Gloucestershire’s local Multi-Agency Child Safeguarding arrangements and come within the scope of its Safeguarding Children’s Executive (GSCE) • Its effectiveness shall be kept under review by the Education sub-group of the GSCE with social care representation
