Request from Provincial Legislature BRIEFING ON THE DEPLOYED LAW ENFORCEMENT OFFICERS TO THE CRIME RIDDEN AREAS • The Standing Committee on Community Safety, Cultural Affairs and Sport kindly requests the Department to brief the Committee on the deployed Law Enforcement Officers to the crime ridden areas. The presentation should include the work of the Western Cape Safety Plan’s Steering Committee in data collection, and murder case monitoring. Please note that the Committee has also requested the South African Police Service (SAPS) to brief it on the gang violence in the Western Cape during this meeting. The City of Cape Town has also been requested to brief the Committee on the integration of Law Enforcement Officers to crime ridden areas in the Western Cape. Mission • Ensuring effective and efficient crime prevention initiatives, aimed at enhancing community safety of residents, visitors and property whilst building the reputation of the City as a world leader. • Continuation of Joint Policing efforts between the CTMPD Gang and Drug Task Team and the SAPS Anti Gang Unit.

Background • The Cape Town Metropole has experienced a large amount of serious and

Background • The Cape Town Metropole has experienced a large amount of serious and violent crimes relating to Gang activities. These activities include drug related criminality, illegal firearms & ammunition, armed robberies, murders and attempted murders. The ongoing ‘turf wars’, lead to innocent community members being caught in the cross-fire, injured or killed and this has led to a negative perception in the media, in terms of policing in these areas. Spin off crimes relating from the aforementioned are numerous and impacts negatively both in terms of community reassurance and external investment. • The Cape Town Metropolitan Police Department has a legislative mandate to enforce by-laws and to maintain traffic safety through the application of the National Road Traffic Act (NRTA); it also has a legislative mandate to conduct crime prevention Policing through pro-active policing initiatives.

Background continued: • As part of the aforementioned policing initiatives the decision was made to establish a Gang and Drug team (GDTT) within the Departments Special Operations Division , which would aim at combating serious and violent crimes stemming from Gangsterism and also support the South African Police Services. • The Metropolitan Police Special Operations Unit includes various specialized functionalities including the Gang and Drug Unit, Tactical Response Unit, Service Animals Canine and Equestrian Unit. These respective units when working collectively make up the Gang and Drug Task Team and partner with various internal and external agencies and services including the SAPS Anti Gang Unit, Traffic and Law Enforcement Services.

Background continued: • The focus of this Gang and Drug task team is to make use of multi-disciplinary interventions and programs to successfully confiscate drugs, firearms and reduce the loss of lives in the Cape Town Metro. • Running parallel to these enforcement actions, the Division also embarks on Gang/Drug Awareness campaigns through its animal service units, aimed at educating the youth and fostering relationships with communities to provide information on criminal activities. • The rewards system for information Policy has been used successfully leading to many arrests and confiscations.
