Land Records updating Prior to Pre Mutation Sketch Scheme- l l l The Land Records were updated in Two Stages. Updating of ROR (non spatial) thro Mutation. Updating of Survey Records (Spatial) thro Phodi. The Systems were not in sink and did not go hand in hand. Lead to the creation of Phodi pendency. Govt benefits associated with ROR , lead to the creation of Pyki RTC’s.

Land Records updating Prior to Pre Mutation Sketch Scheme. PODHI PROCESS l l l Transaction was based on details entered in RTC. Mapping of the transaction was done after the mutation process was completed. The Buyer was always uncertain of the extent involved. This system lead to the accumulation of phodi cases. This was a pro litigation process. This process is curative in nature. (wrongs in the transaction is to be detected & corrected after the completion of the transaction)

Issues of Non-Integrated land Records System l l l Discrepancy in RTC(non spatial) and Akarband Area (spatial)details. Creation of a large number of Pyki RTCs. Harassment of the Farmers. Accumulation of large number of Podi cases. Increase in land litigation cases. Enhancement of errors in the Land records due to increased transactions. Type of RTC records needing correction l l Col 3 details of RTC does not match with Akarband Sum total of all Col 9 owners do not match cultivable extent in Akarband. Karab ‘a’ and ‘b’ entered in RTC do not match with Akarband. Pyki RTC

RTC pendency in mojini l l l Applications pending to be collected by sheresthedar. Applications acknowledged and pending. Applications sent to Asst Commissioner. Applications pending for bhoomi incorporation. Applications on grant lands set for field survey.

Role of AC in Correction l Monitor the mojini correction pendency. l Ensure timely receipt of correction appl by RR sheristhedar. l Ensure back dated mutation details are searched from the record room.

Role of AC in Correction l l l Ensure appl is not closed for want of records. Ensure RR sheristhedar forwards file to AC. Ensure every appl listed for correction is handled within 60 days.

Role of AC in Correction l On receipt of correction case in AC office 1. Issue notice to the concerned parties 2. Hear the parties. 3. Preferably handle hobli / village wise. 4. Conduct enquiry in the hobli / village wise. 5. Use formats provided in bhoomi. 6. Every correction case has a 11 e appl pending.

Role of AC in Correction l l l The 11 e application to treated as the appeal memo. Rectification to be done to correct public records – does not require consent of RTC holders. Rectification orders are appeal orders.

11 E Appl RTC Details Does not match with Akarband l In above case while total extent will have to be changed to 3 Acres, l It will result in net extent changing to 2 Acres. l The column 9 extent of this RTC will then have to be changed to 2 Acres of all the owners put together instead of 2 Acres 10 Guntas. l If it is multiple owner RTC (like in this case) then which owners (Ramappa, Bheemappa, Chandrappa) extent will be how much after refixation will be known only through old mutation registers.

11 E Appl RTC Details Does not match with Akarband • All the parties should be heard by Assistant Commissioner and extent in col 9 refixed by him. • In most of such cases also no field visit or survey work would be required. • Their sale deed / partition deed and mutation register will be enough.
