Local Government Fire Forces (LGFF) (1) county, town, or city equipment and personnel (2) volunteer and paid personnel (3) county and fire service organization equipment and apparatus Montana is the hiring and paying agency of all LGFF Includes out of state assignments

Emergency Fire Fighters (EFF) EFFs are hired if necessary to deal with emergencies which threaten to damage DNRC-protected property Hired at the local Unit or Area DNRC office-not on the incident Hired LGFF personnel (EFF) become State employees § Paid rates from the EFF Pay Plan based on position worked § Chapter 10 of NRCG Supplements § OT after 8 hours § Covered by MT State Workers Compensation § Chapter 10 – Exhibit NR 3 for instructions § No Hazard or Differential pay § No Sick or Vacation

Hiring options for LGFF Personnel and Equipment Option 1 – Un-Operated Single Resource personnel hired and paid by the State Un-Operated equipment on an IRA Option 2 – Fully Operated Equipment on an IRA using Chapter 50 rates LGFF department pays all personnel costs including Workers Compensation Option 3 – Combination (Cooperative Agreement) Personnel remain LGFF employee and paid by their dept. at their normal payroll rate and benefits Equipment may be hired un-operated on an IRA

DNRC EQUIPMENT Most, but not all, equipment has a “DNR” plate number DNRC Equipment should have a Resource Rate Form if being used on the incident § Form contains Contracting/Payment office info, rates etc. § May be staffed with EFF’s or DNRC Employees Equipment Use Invoice (OF-286) should be completed as normal Inspection is not required

LGFF Check-In with Finance LGFF Equipment should have a current IRA § Chiefs Certification attached where no Red Cards for personnel Pre/Post-Use Inspection recommended but not mandatory § No Damage / No Claims on OF-286 at demob if not done Personnel and Equipment Information should match the IRA/Chiefs Certification

LGFF Use Invoices Payment office is the hiring DNRC Office on the IRA or the DNRC Forestry Division, Missoula – not the host agency or Albuquerque Box 1 on the IRA Contractor/Cooperator is the LGFF Box 4 on the IRA Operating Supplies always provided by the Govt. Fully Operated Equipment or Option 3 - operator furnished by Contractor/Cooperator. Un-Operated Equipment-operator furnished by govt.

DEMOB from Finance All original pay documents must be returned to the Resource for submission to the hiring agency/office at the end of an incident § Personnel and Equipment Shift tickets § OF-288 – Personnel Time Report § OF-286 – Equipment Use Invoice Complete list in Chapter 50, 01. 3 -6 Time is started and left open; to be closed at the hire office

Just Miscellaneous All Equipment stays in a paid status during meal breaks Operating supplies are covered by the government LGFF also has other types of equipment in Chapter 50 Boats, trailers, generators, etc. ALL time for State Resources is to be posted to the State Financial code for the incident which includes LGFF
