Conclusion The creation of the HPESD directorate provides an opportunity to strengthen: • Policy for service delivery at community level; • Governance structures; • Neighbourhood Health Committees and Health Centre Committees to have a clearly defined legal/regulatory framework and operational guidelines. This will enhance the health prevention, promotion and prolonging life when disease prevention goal is achieved.
