Transitie van autoritaire naar fragiele staten i. p. v. naar democratie (bvb Zaïre -> RDC) Gekenmerkt door problemen inzake - effectiviteit/capaciteit van bestuur: controle grondgebied geweldmonopolie taxatie publieke dienstverlening (justitie, etc) - legitimiteit van bestuur: geen vrije en eerlijke verkiezingen corruptie, geen accountability geen rechtsstaat

Toegepast op het beleid van de AU inzake grondwettelijk bestuur. Definitie van een UCG = 1. Any putsch or coup d’Etat against a democratically elected government. 2. Any intervention by mercenaries to replace a democratically elected government. 3. Any replacement of a democratically elected government by armed dissidents or rebels. 4. Any refusal by an incumbent government to relinquish power to the winning party or candidate after free, fair and regular elections; or 5. Any amendment or revision of the constitution or legal instruments, which is an infringement on the principles of democratic change of government. (Article 23 African Charter on Democracy, Elections and Governance) Sterkte pro-incumbent bias !! Realistisch perspectief: AU beleid dient het belang van zetelende staatshoofden

Gewijzigde houding van donoren: - Vrees voor instabiliteit, ‘state collapse’ (Somalia) en terrorisme keuze voor status quo i. p. v. voor democratisering (maar met behoud van de rhetoriek van liberal peace-building) - falen van hulpconditionaliteiten - ‘nieuwe donoren’ - afkeer van donoren (Rwanda, Uganda, etc. )
