DELEGATIONS: Ø The Unit Sport Promotion and Development is the responsible unit for administration of transfer payments component liaises with sport federations in this respect. Ø The Transfer Payment committee makes recommendations to the HOD/MEC for approval of transfers based on the needs of the Province. The committee is made up of all responsibility managers as well as senior representatives from Finance and Monitoring and Evaluation. ØCONTROL MEASURES: Ø(a) regular reporting procedures; Ø(b) internal and external audit requirements and, where appropriate, submission of audited statements; Ø(c) regular monitoring procedures; Øscheduled or unscheduled inspection visits or reviews of performance. 7
CONSIDERATIONS: Ø Revisions to the Conditional Grant Framework for 2019/20 as issued by SRSA, Ø Department budget allocations for the 2019/20 MTEF, Ø Reprioritisation of funds for the filling of critical posts, Ø Amended business plans and reprioritisation of projects by sport federations/entities, Ø Ability of sport federations/entities to comply with regulations (PFMA/Treasury Prescripts), Ø Compliance by sport federations/entities with the conditions of the MOA for 2018/19 and the Department’s Transfer Payment Policy, November 2017, 8

Ø TYPES OF PROGRAMMES FUNDED: Ø Development of priority and minor codes of sport, Ø Capacity building of skills development for coaches, technical officials, administrators and volunteers Ø Administrative support to various sport and recreation organizations, Ø High performance programmes for identified athletes, 10
� Increasing the mass school sport and community mass participation programmes � The provision of sport and recreation facilities through the construction of combination courts and various types of sport facilities, � Providing support for the hosting of major sports events in the Province. � Job creation through the mass events and infrastructure development programmes. � Implementing the National Sport and Recreation Plan as per SRSA and SASCOC Objectives 11
