APS Program Goals Ø To prevent, reduce, or remedy conditions causing endangerment to adults (who meet specified criteria) through provision of services appropriate to the needs of the adult. Ø To maximize the adult’s independence and selfdirection. Ø To prevent unnecessary institutionalization and to enable the adult to remain in his/her own home as long as possible by selection of the least restrictive alternative. The least restrictive alternative means the change resulting in the least loss of self-determination that will meet the specified need. **Adult Protective Services Protocol, ODJFS, August 2003. 2

Client Rights Ø Information obtained during an investigation remains confidential. Ø Client will be involved in the development of a service plan to the extent that he/she is able to participate. Ø If the client is capacitated to make decisions, he/she has the right to decide to accept or refuse services offered. 4

Definitions of Abuse Ø Physical Abuse- Ø the infliction upon an adult by himself or others of injury, unreasonable confinement, intimidation or cruel punishment with resulting physical harm, pain, or mental anguish. Ø Sexual Abuse – Ø non consensual sexual contact of any kind with an adult regardless of the age of the perpetrator. Ø Emotional Abuse – Ø to threaten, humiliate, intimidate, or psychologically harm an adult. Also, the violation of an adult’s right to make decisions and loss of privacy. 6
Abuse Indicators ü ü ü ü Adult expresses fear or reports abuse Adult is restrained, tied or locked in Adult has multiple or severe bruises, cuts or burns Adult has injuries at varying stages of healing Adult appears withdrawn and/or non-responsive Adult becomes upset or agitated Unexplained venereal disease or genital infection Unexplained vaginal or anal bleeding 7
Definitions of Neglect Ø Self Neglect Ø Failure of the adult to meet their own essential needs, including physical, psychological or socal, which threatens their health, safety and well-being. Ø Neglect by Others Ø Failure of an individual to support the needs of an adult who is dependent on their care in regards to physical, social, emotional, and psychological needs. 8

Definition of Exploitation Ø ExploitationØ The unlawful or improper act of a caretaker using an adult or his resources for monetary or personal benefit, profit or gain. 10

Referral Criteria Ø Adult Victim is a resident of Delaware County. Ø Adult Victim is aged 60 or older. Ø Adult Victim resides in an “independent living arrangement” (domicile of a person’s own choosing) Ø Adult Victim is affirmed by aging and has a physical and/or mental impairment preventing the individual from providing his/her own care and protection. 14

When To Report Ø In the event of a life threatening situation, dial 911. Ø The sudden inability to provide for essential physical, psychological or social needs that threaten the health, safety and well-being of the victim. v Failing to take prescribed medications or nutritional supplements v Failing to attend medical appointments Increased isolation from friends and family Bruises, welts, cuts, sprains, fractures that do not have adequate explanation Appearing hungry, malnourished, dehydrated, sudden weight loss Appearing disoriented or confused Suddenly appearing disheveled, dirty clothing, soiled clothing, body odors Hazardous home conditions - hoarding, hazardous to enter or exit the home, or utilities disconnected Bills go unpaid, assets are being transferred to “friends”, disappearance of cash, giving away money Ø Ø Ø Ø 16
Reporting Abuse, Neglect and/or Exploitation Ø When making a report, the following information is needed: Ø Ø Ø Ø The name, address, and approximate age of the adult who is the subject of the report, if known. The name and address of the care giver responsible for the adult’s care, if any and if known. The nature and extent of the alleged abuse, neglect, or exploitation of the adult. The nature and extent of the adult’s (in)ability to care for and protect self. The basis of reporter’s belief that the adult has been abused, neglected, or exploited. The name(s), age(s), and relationship(s) of other known household member(s). The name(s), address(s), and/or telephone number(s) of any known collateral sources. It should be noted that anonymous reports are accepted. 17
