DIA enables DIA to express capability needs, clearly and concisely, to a larger community of innovators and encourage participation from both established partners and companies that have never before worked with federal agencies. It is an invitation to have a collaborative engagement with industry and academia. Needipe. DIA is an unclassified website communicating needs to solution providers. How are solutions submitted to DIA through the Needipe. DIA Process? A Broad Agency Announcement (BAA) and Commercial Solutions Opening (CSO) contains the instructions for submitting a proposal. CHANGES IMPACTING SMALL BUSINESS • More RFI/RFPs are moving to classified Government Points of Entry (ie, NSA ARC, NRO ACE). Register for these systems to be prepared for upcoming requirements. • More emphasis on subcontracting in FY 21. • Stay up to date on changes in legislation, there a few proposed items that will impact small business. • • Re-certifying small business status at the task order level.
