DEFENCE INVESTOR CELL • Defence Investor Cell (DIC) was launched by Hon’ble Raksha Mantri in January 2018. • Single point of contact for addressing all queries related to investment opportunities, procedure and regulatory requirement for investment in defence sector. • Acts as an investment promotion and facilitation agency for investments in Defence sector. • Facilitates in process of approval of industrial license, ‘No Objection Certificates’ for export / import. • Provides advisory regarding Offset Policy and Offset Discharge.

DEFENCE INVESTOR CELL • Facilitates availability of testing facilities of OFB/DRDO/DPSUs/ Services for requirements of industry particularly for MSMEs. • Provides guidance regarding Defence Procurement Procedure. • Facilitates investors in identifying location for proposed investments. • Facilitates MSMEs/start-ups in identifying outsourcing opportunities with OFBs/DPSUs in the Defence sector. • Provides handholding to start-ups in Defence sector. • Facilitates interaction between the start-ups/MSMEs/investors and the SHQs for feedback regarding requirement of the product being developed.

DEFENCE INVESTOR CELL • Works in coordination with Invest India foreign investors. • Facilitates interaction between the investors/other persons with the Defence Innovation Organisation (DIO) under Innovations for Defence Excellence (i. DEX). • Seen enormous response from across the country. • Facilitated resolution of some old pending issues of the Defence vendors. • Handled more than 300 queries sinception. • Average response time is 03 working days. • Average number of days /case closure = 6. 8
