Financial Performance Information (a) The DFSC Vote (continue): (page 27: AAR FY 2019/20) • To execute its mandate as per Sec 62 of the Defence Amendment Act. The DFSC manages and controls expenditure of its Vote transparently through regular Budget Control Committee meetings, assisted & guided by Senior State Accountants within the Defence Secretariat. • Total expenditure of the allocated DFSC budget was 81. 25%. • Subsequent to the surrendering of Rm 3 (that calculates for 17. 96% of the total allocated budget) the DFSC spent 92. 47% of its Operational Budget. 2021 -12 -18 Defence Force Service Commission 6

Financial Performance Information (a) The DFSC Vote (continue): (page 28: AAR FY 2019/20) Reasons for surrendering R 2 259 552 within Item 10 (HR) Budget: • The Annual Performance Plan (APP) is compiled two years in advance. The DFSC budgeted for the remuneration of a full time Chairperson to the amount of R 1 200 000. One of the part time Commissioners was appointed as the Acting Chairperson from 01 January 2019 for eight months from 01 April to 31 December 2019 and was remunerated as such. • A Level 9 post (researcher) to the budgeted amount of R 471 000, was not staffed pending the outcome of the Labour Court. 2021 -12 -18 Defence Force Service Commission 7

Financial Performance Information (a) The DFSC Vote (continue): (page 29: AAR FY 2019/20) Reasons for surrendering R 2 259 552 within Item 10 (HR) Budget (continue): The DFSC budgeted for the remuneration of ten Commissioners. A saving on the remuneration for three Commissioners as they are full time employees within the Government Sector and for eight months only seven Commissioners were appointed, thus another saving of approximately R 94 552 on Item 10 (remuneration) expenditure. 2021 -12 -18 Defence Force Service Commission 8

Financial Performance Information (a) The DFSC Vote (continue): (page 29: AAR FY 2019/20) Reasons for surrendering R 2 259 552 within Item 10 (HR) Budget (continue): • Performance Incentives for deserving employees were reduced from six to only three people and only on category C which count for another saving of R 44 000. • The appointments of the Level 4 post (Driver) to the budgeted amount of R 190 000 and the Level 5 post (Procurement) to the budgeted amount of R 260 000 could not be concluded during the reporting period. 2021 -12 -18 Defence Force Service Commission 9

Financial Performance Information: (b) Aim of the Vote (continue): (page 29: AAR FY 2019/20) Reasons for surrendering R 175 000 within the Operational Budget: • Follow-up visit to one Operation CORONA deployment unit was cancelled due to austere weather conditions and could not be rescheduled within the period under review due to, amongst others, the rotation of troops. • The scheduled DFSC Strategic Work Session for October 2019 and the subsequent Secretariat Work Session for December 2019 was postponed awaiting the appointment of the additional three Commissioners. 2021 -12 -18 Defence Force Service Commission 10

Financial Performance Information: (b) Aim of the Vote (continue): (page 30: AAR FY 2019/20) Reasons for surrendering R 175 000 within the Operational Budget (continue): • The protracted administrative and tender processes and procedures delayed the outsourcing of an Actuarial Consultant Service at an estimated cost of Rm 1 that was needed to conduct a comparative study on benefits from other schemes similar to the Group Life Insurance Scheme. • The planned comparative study visit to the Indian Defence Forces at the cost of Rm 1 could not be realised. 2021 -12 -18 Defence Force Service Commission 13

Non-Financial Performance Information: (d) Performance status of the DFSC: (page 45: AAR FY 2019/20) On the Level 2 Core Performance Indicator: “on an annual basis make recommendations to the Minister on improvement of salaries and service benefits of SANDF members”, the Commission did not table a recommendation on Conditions Of Living Adjustments as the three year agreement on salaries and service benefits for soldiers will reach its third year during FY 2020/21. 2021 -12 -18 Defence Force Service Commission 19

Non-Financial Performance Information: (d) Performance status of the DFSC (continue): (page 38: AAR FY 2019/20) In order to table a service benefit for SANDF members, 30 visits to Military Bases and Units throughout the country were conducted to research and table validated recommendations regarding Duty Busses and Military Transport during the period under review. Non-Financial Performance Information: (d) Performance status of the DFSC (continue): (page 34: AAR FY 2019/20) On the Level 2 Core Performance Indicator “Make recommendations to the Minister on policies in respect of conditions of service”, The DFSC submitted two visit reports with findings and recommendations to the Minister: One subsequent to its first consultative visit to Air Force Base Langebaanweg and one subsequent to a follow-up visit to 2 Military Hospital. 2021 -12 -18 Defence Force Service Commission 21

Non-Financial Performance Information: (d) Performance status of the DFSC (continue): (page 30 & 38: AARFY 2019/20) The Commission presented an information brief to the Secretariat Council on the Group Life Insurance Scheme (GLIS). The process to obtain Actuarial Consultant service could not be concluded during FY 2019/20. Non-Financial Performance Information: (d) Performance status of the DFSC (continue) The Minister responded on 14 January 2020 to the fact that some of the recommendations tabled in the visit report of Air Force Base Langebaanweg, falls outside the mandate of the Commission. The CSANDF and the Chief of the Air Force were instructed to consider those recommendations which could be accommodated within the current fiscal constraints, and report back to the Minister and DFSC. Non-Financial Performance Information: (d) Performance status of the DFSC (continue): (page 34: AAR FY 2019/20) • Out of the 14 recommendations tabled in respect of the follow-up visit to 2 Military Hospital, three recommendations refer to the revision and or amendment of policies on Conditions of Service. • The Minister responded on 22 January 2020, that the CSANDF was instructed to instruct the Surgeon General to consider the recommendations which could be accommodated within the current fiscal constraints, and report back through the CSANDF to the Minister. 2021 -12 -18 Defence Force Service Commission 25

Non-Financial Performance Information: (d) Performance status of the DFSC (continue): (page 37: AAR FY 2019/20) The members of the DFSC Policy Review Committee commenced with investigations as to the reasons why approved Military patients are outsourced to Intensive Care Units of private hospitals at great expense and the depletion of an already inadequate Item 15 Budget of the South African Military Health Service. On completion of the investigation, a comprehensive report with findings and recommendations will be tabled to the Executive Authority. 2021 -12 -18 Defence Force Service Commission 26

Non-Financial Performance Information: (d) Performance status of the DFSC (continue) The Commission is not aware of the development of implementation plans on any of the tabled recommendations; or the pursuing of alternative solutions to the findings of the Commission, which did not require additional funding. Risks and Mitigating actions (a) Operational Risks: (page 48: AAR FY 2019/20) Two risks are recorded in the DFSC Risk Register. These two risks have a negative impact on: • The revised Secretariat HR structure of only 19 posts; of which only 16 are funded and 12 are staffed, and • The effective, efficient and economical support rendered by the Secretariat to the Commission, and the expenditure on Items 15 to 60. 2021 -12 -18 Defence Force Service Commission 31

Risks and Mitigating actions (b) Ethics and Code of Conduct: (page 49: AAR FY 2019/20) Members of the Commission and Secretariat attended an orientation session on 28 February 2020, that was presented by the Institute of Directors of South African on KING IV principles. Risks and Mitigating actions (c) Ethics and Code of Conduct (continue): (page 49: AAR FY 2019/20) • A DFSC Ethical Committee was established in March 2020 to develop, promote and maintain high ethical standards and an ethical culture in the DFSC; to address ethical issues and to facilitate sound decision making. • Employees of the DFSC conform to the Code of Conduct for Public Service Act Personnel. 2021 -12 -18 Defence Force Service Commission 33

Health and Safety Issues: (page 50: AAR FY 2019/20) • There is no provision on the structure of the DFSC for the appointment of an Occupational Health and Safety (OHS) Officer. This function is executed by means of the acceptance of a double-hat function within the Secretariat. • Health related hazards, risks and dangers are reported to the appointed OHS Officer within the South African Medical Health Service Head Quarters, where the DFSC is situated. 2021 -12 -18 Defence Force Service Commission 35

Challenges faced by the DFSC: (page 48 & 57: AAR FY 2019/20) • The process to revise the structure and appointment levels of the members of the Secretariat has been delayed by the cost containment measures on staffing and the expansion of structures as pronounced by the Minister of Finance in February 2016. • In order to augment capacity within the secretarial, the Commission called up Reserve Force members as an interim and ad hoc measure. • Other administrative gaps within the Secretariat were mitigated though the practice of double-hatting. 2021 -12 -18 Defence Force Service Commission 41

Events after the reporting date: (page 64: AAR FY 2019/20) No events, favourable and unfavourable, occurred subsequent to 31 March 2020 that had a financial implication on the DFSC. The Commission had its last actual DFSC Planning Sessions over the period 20 and 21 March 2020 before the National State of Disaster was declared and a Level 5 lock down was implemented from 27 March 2020. However, the Commission was able to interact frequently through webinars and virtual platforms.
