defence Department: Defence REPUBLIC OF SOUTH AFRICA Background • Hydrography is the branch of applied sciences which deals with the measurement and description of the physical features of oceans, seas, coastal areas, lakes and rivers. SECRET 3
defence Department: Defence REPUBLIC OF SOUTH AFRICA Background • National Hydrographic Services support safe and efficient navigation, foster national maritime development, help to safeguard life and property at sea, facilitate the protection of the marine environment and support the management and sustainable development of the national maritime zones; support national security and maritime defence. defence Department: Defence REPUBLIC OF SOUTH AFRICA Background • The Republic is a signatory to International Conventions relating to the monitoring of maritime safety, including the International Maritime Organisation Convention of 1948 under the auspices of the United Nations Organisation in which South Africa became a signatory on 28 February 1995. defence Department: Defence REPUBLIC OF SOUTH AFRICA Background • Since 1954, the Department of Defence, in the South African Navy has been providing hydrographic services and has since continued to provide such services. SECRET 6
defence Department: Defence REPUBLIC OF SOUTH AFRICA Problem Statement • In 2008, the Republic was subjected to a voluntary IMO Inspection to confirm the RSA’s adherence to the conventions of the IMO. • The inspection acknowledged that (DOD) hydrographic services were in adherence to the Safety of Life at Sea (SOLAS) regulations; except that the Hydrographic Office was not “duly authorized” ito Chapter V, Reg 2. 2 of the SOLAS. defence Department: Defence REPUBLIC OF SOUTH AFRICA Problem Statement Regulation 2. 2 reads: Nautical chart or nautical publication is a special-purpose map or book, or a specially compiled database from which such a map or book is derived, that is issued officially by or on the authority of a Government, authorized Hydrographic Office or other relevant government institution and is designed to meet the requirements of marine navigation. defence Department: Defence REPUBLIC OF SOUTH AFRICA Problem Statement • DEFENCE REVIEW 2014: Approved by Cabinet during 2014 and Parliament during 2015. • Recommended that: – the Republic’s international hydrographic and nautical charting obligations, responsibilities and liabilities must be brought into national law; – that such national legislation must provide for the appointment of the SA Navy Hydrographer as the National Hydrographer.
