Staff Review of the e. TRM and Designation as a Data Source of Record • ED performed a comprehensive review of all data to ensure that e. TRM includes or makes accessible all relevant ex ante data needed for ED review and evaluation. – Appendix 2 shows the full list of ex ante values, indicating if they already exist in e. TRM or are required to be added for ex ante review in Phase 2. Some fields may not be required. • • 35 Commission verifies that values and other information in e. TRM are approved values and can be used by utilities and stakeholders for measure development, planning, claims and other purposes upon completion of Phase 1. Only CPUC will have the ability to change/update value lists for the e. TRM, ensuring only CPUC-approved values. – CPUC will maintain backend data systems on its cloud-based servers; e. TRM will call data with an API for a nightly synch to the PEAR database. – CPUC and IOU contractor will ensure that the API functions properly/testing

TRM’s nightly synchronization with the PEARdb to ensure that current Energy Division updates are captured in the e. TRM. By January 1, 2021, the e. TRM will be a Commission-approved public access portal for active statewide measure data. Will work in parallel with WPA for workpaper review – PAs still use WPA (DEEResources. info) for submitting workpapers – Phase 2 addresses new workpaper process flows.

TRM. • Enable streamlined reporting in CEDARS – Develop reporting (and filing) data specification • By December 31, 2021, e. TRM in perpetuity while they continue to contract for administration, maintenance, and software enhancements of the e. TRM. – CPUC has the option to take ownership/maintenance of e. TRM in 2022. • The IOUs will provide the Commission with a copy of the e. TRM and all associated data, documentation, and administrative manuals—and any future releases—within 30 days of the release of any update. • For continuity, the existing administrative arrangement shall continue until the end of 2021, when the transition will be completed. • The IOUs shall continue to co-fund e. TRM administration, maintenance and ongoing enhancements from EM&V budgets thereafter. • The CPUC may consider the option of assuming the IOU ownership portion of the e. TRM in a future resolution, after Phase 1 and 2 have been completed. 40
