Experience of INTENSE - Successful implementation of EU Directives, reaching of strategic targets and goals depend on local level implementation - Contrary to this fact, in general, national transposition is not aiming local implementation specifically e. g. EU 20 -20 -20 target => national obligations/targets, but no specific targets/obligations/incentives etc. for municipalities, while realization happens at local level (A fact in brackets: for implementing Kyoto targets in Hungary central level action is enough)

Success story at Municipality of Veszprém - INTENSE project: since October 2008 - Starting point: reduce the operational cost (energy bills) of the municipal buildings - BUT a later decision: mini-project is a Municipal Energy strategy; -May 2011 adopted strategy: the content is an energy and climate strategy with economic aspects included -Communication Strategy is part of it - Further benefit: joining the Covenant of Mayors

Data collection Second way: success of Veszprém Municipality -data collection for the Municipal Energy Strategy - statistical databases - questionnaires to households, tenants - questionnaires to firms and companies -managed to collect energy consumption and CO 2 emission data - BUT: - no RES data - GHG emissions not from the 6 Kyoto gas, only CO 2, and by an individual methodology Main goal was to have a basis for monitoring the results of the energy strategy.

Vision and goals Veszprém will become the sample city of environmentally sensitive communities and

Vision and goals Veszprém will become the sample city of environmentally sensitive communities and will be in a leading role in environmental awareness, in recycling and in environmental innovation, and in energy saving. By reducing the level of CO 2 emission with 25 %, and using 20 % of renewable energy sources and saving 25% of the recent energy consumption by the end of 2025. In conclusion, Veszprém will be a green town and an intelligent user of intelligent energy.

Targets Vertical subtargets of Veszprém Town by 2025: V 1. 20 % of the energy demand of the city is provided by green sources. V 2. 70 % of the building stock is renovated with intelligent energy measures. V 3. Only the best energy standard household applications and machinery are in trade. V 5. The green space is raised to 25 m 2 /person and a whole green belt surrounds ths city. V 6. The watersupply is safe and 60 % of the rainwater is reused. V 7. Only 10 % of the waste landfilled, 50% of the household waste is recycled. • 1 V 9. The City Assembly continously leads a dedicated climate friendly policy and remains the member of the Convenant of Mayors at least untill 2025. V 4. 35% of the citizens use public transport, while 10% use bicycle. The average of the vehicles in public transport is not older than 10 yrs. V 8. 30 % of the consumed food origins from not more than 150 kms distance. V 10. The environmental investments share an increasing ammount in the budget each year.

Hierarchy of priorities V 2. : Energy optimalization of households and pubilc buildings • Estimated costs: • 75 mill. EUR = 20 bill. HUFwill cover the renovation costs of the building stock. (incl. : 9, 5 mill. EUR = 3, 6 bill. HUF for public buildings) • Estimated results: 32 mill EUR = 8, 6 bill. HUF saving each year in total. • Estimated effects: 30 % less CO 2 emission of the building sector by 2025 only by renovation and awareness rising.

Conclusions - Energy efficiency should play a strategic guiding role in municipal planning activities;

Conclusions - Energy efficiency should play a strategic guiding role in municipal planning activities; - Good, easily understandable and usable tools could help local decision makers to start strategic planning; - Pilot projects need strategy, strategies need pilot projects; - Local authorities hardly have any influence on stakeholders like industry or agricultural companies; - Good data are crucial: municipalities officially do not collect statistical data – however they should start; - Good, easy-to-use tool for CO 2 calculations is crucial;
