The cooperative credit structure begins with the commencement of cooperative credit societies act 1904. DCCB Role Under three tier cooperative credit system both the ST and MT credits needs of agriculturists are met. The Primary agricultural credit cooperative societies (PACS) function at the village level. At the apex level the State cooperative Bank (SCB) exist while at the district /middle level District cooperative central banks(DCCB). DCCBs in fact the link between SCB and PACS.
DCCB MEMBERSHIP AND FUNCTIONS Membership is open to individuals and societies working in its operation. Marketing societies, urban banks, consumer societies, farming societies and PACS are usually enrolled as members of the DCCB. FUNCTIONS : 1. They supervise and inspect the activities of PACS and help the societies run smoothly. 2. They undertake non credit activities like supply of seeds and fertilizers besides sugar, kerosene and other consumer goods. 3. Providing requisite funds to societies under their control 4. They also undertake ordinary banking business Ex. Cheques, drafts, billing etc. ,
Short term production loans are Extended for raising crops. These are routed through the Primary agricultural cooperative societies (PACS). LOANS AND ADVANCES The GOVERNMENT OF INDIA has introduced an interest subvention scheme whereby loans up-to Rs. 3 lakhs. Extended to farmers at an interest rate of 7% and government of INDIA provides a interest subsidy of 2% to the banks.
