Overview • On June 9, 2020, the board directed staff to conduct a review of Davidson Police Department policies and procedures to ensure we continue to model best practices in community policing to include 8 Can’t Wait and President Obama 21 st Century Task Force on Policing and review police data. • During this presentation, we will outline each of these larger policies and provide an analysis of how the Davidson Police Department is currently utilizing or planning to further implement these concepts in its own policies, procedures, and operations. Important to Note • Police training and department policies guide and prepare law enforcement officers for most situations, but the human factor and the environment influences the dynamics of all encounters. • Administrative oversight of police encounters must include a review of all factors when there is a police response to resistance and aggression. Reviews of police actions include, for example, facts known at the time, type of offense, conditions of the location, applicable policies, tactics utilized and reasonable actions. • We aspire to provide direction so officers and the public are safe. Still, conditions may warrant an unorthodox response within the boundaries of what a reasonable and prudent person would do to protect the lives of the suspect, the public, and the officer. President Obama’s Task Force on 21 st Century Policing – Davidson PD • Davidson was the first agency in Mecklenburg County to issue body worn cameras to all officers (2015) • Updated cameras to incorporate automatic activation (2019) • Utilize social media for a variety of purposes • Officers engaged with public through nonenforcement events • Trained to be transparent in their actions, listen, and provide information and resources to solve problems • Encourage public to look out for each other, provide tips, call police when needed, etc. Davidson Police Department Policies, Procedures, and Data Penny Dunn, Chief of Police July 14, 2020 9

Davidson Police – Annual Biased Policing Report • Each year, the Davidson Police Department reviews biasbased complaints and statistical data for daily contacts. • Specific data is collected for traffic contacts, arrests, asset seizure and forfeiture, and citizen complaints. • Annual report is based on a calendar year (January – December); this report is for the calendar year 2019. Davidson Police – Annual Biased Policing Report COMPLAINTS • One citizen complaint received, not related to biased-based policing. FINDINGS • Based on a review of all 2019 data, no patterns or trends have been identified indicating a need for corrective action. • Based on a review of all 2018 and 2019 data, one officer demonstrated a propensity for discriminatory and aggressive behaviors. The officer resigned from the department in June 2018 following internal investigations not related to profiling or discriminatory behaviors. Davidson Police – Annual Biased Policing Report FINDINGS, cont. • All Davidson Police Officers received training in 2018 and 2019 in the practice of de-escalation techniques. This practice is now included in the department’s annual in-service training. • Training related to the Davidson Police Department’s policies against biasbased policing will continue to be provided as part of the annual in-service blocks of instruction. Next Steps • Actively seek community feedback on department policies and procedures through public presentations and open dialogue. • Continue to look at ways to engage and interact with public through non -enforcement activities. • Dive deeper into the data to better analyze all contributing factors that cause a disproportionate impact to people of color. Work with the racial equity toolkit to ensure best practices are being followed and the department is holding itself accountable. • Training is still a priority, despite the lack of available in-person training due to COVID-19. The department will seek virtual training courses. • Supervisor foundation remains a priority to continue the progress made for staff oversight, mentoring, professional development and succession planning.
