Background • School Catchments are not permanent. Each school has a limited capacity and the neighborhood that it serves is constantly changing. • Changing demographics and legislative changes can affect the enrolment of the school. Periodically the Board of Education will review school enrolments relative to catchment areas and make changes where necessary. • The recommendation for a David Thompson Elementary Catchment change is to provide appropriate student enrolment levels to maintain quality educational programs supported by appropriate staffing levels.

Catchment Change Advantages • Relieves the current space pressures at David Thompson Elementary • David Thompson Elementary and Westsyde Elementary would have dedicated space for Learning Assistance, inquiry, preparation, partner agency meetings, increased access to common areas such as gymnasium and library and more locker space for students. • Relieves the current pickup/drop off parking issues.
Catchment Change Advantages for students • More access to school teams • EDI data supports having dedicated space to support the inclusion of students with emotional and social needs • Extra space can be utilized by specialized programs such as Music, Maker Space, Inquiry projects, Drama etc. • Shorter walking distances to school
Catchment Change Disadvantages • Potential separation of friends
Westsyde Elementary Costs • Operating costs - ~$185, 000 administrator, clerical, custodian, utilities • Capital costs – ~$1, 062, 000 • Capital costs will be partially offset ($480, 000) in future years as the portables from David Thompson will be relocated, resulting in fewer portables being purchased
Westsyde Elementary Capital Improvements • The objective will be to ensure that Westsyde Elementary is of a similar standard of other elementary schools in the district. • Infrastructure • • • WIFI and technology Accessibility upgrades Painting – Interior and Exterior Lighting upgrades Flooring upgrades Miscellaneous renovations
Westsyde Elementary Capital Improvements • Furniture • Equipment • Library books, shelving etc. • Playground • Play area paving
Before and After School Care • Currently using gym mezzanine at Westsyde Elementary • There should be a space available at one of the two buildings.
If the Board of Education Approves the Catchment Change • Renovations and capital improvements • Hire principal • Purchase supplies • My-Ed BC and notification of student placements • Creation of school website
Feedback Process • Meeting with Public (January 30 th) • Collection of Feedback to February 28 th 2019. • Final Decision March 11, 2019
