Data Management for the Education Sector 20 November 2014

AIM ---Education Data Management A School Administration System that is a END-to-END data solution for the Education Sector involves three levels SA-SAMS • Schools as the data source DATA upload Feedback LURITS • National data warehouse District • Verification of data • Use data for support National Data reporting

AIM ---Education Data Management The aim of education data management is to: • Save resources (at school level and in districts) – – – Use and update one data source Operational data to be used by more educational programmes for APP/ MTSF reporting Use electronic data – no recapturing of existing data (reduce errors with recapturing) Use data system that links different data fields Use data can be networked • Up-to-date data – Use operational data vs survey data – More frequent uploads • Apply better data quality assurance – – Use systems with built in data integrity Use electronic tools for data verification Improve accountability on district level Employ technical personel for db support and quality assurance

School Data Management : What is SA-SAMS? Electronic application at schools that: • Assist schools with their data management, administration & reporting 1 • Implement education policies at school level 2 • Standardise data and reporting format 3 • A single data source of operational data from schools for District, Province & National • REGULAR data uploads onto reporting systems e. g. LURITS (National data base) • Regulated & quality assured - maintained by DBE • Supplied and support to schools free of charge Presentation by EMS 4 5 6 4

Data Source: At individual School level School School SA-SAMS & School other school administrative packages Adapted from the presentation to Broad Management by BHEKI MPANZA School

Implementation of SA-SAMS • SA –SAMS is currently operational in more than 96% of the schools (excluding schools in WC who uses CEMIS for reporting) as shown in the table below. *School Realities 2014 ** Using CEMIS for EMIS reporting SCHOOLS USING SA-SAMS: 30 OCTOBER 2014 Confirmed by Provinces 30 October 2014 Number of PUBLIC SCHOOLS Province Number of INDEPENDENT SCHOOLS Number % Number Schools * using SASAMS 1, 458 4 ** Eastern Cape Northern Cape 5, 554 5, 553 551 Free State Kwa. Factors affecting School Data Management • Legislation & CEM decisions • Level of data administration & management at school level What and • Implementation of policies why using • Standardizes information SA-SAMS • Operational school data available for Districts, Province & on LURITS for DBE reporting • At School level: Knowledge of school admin & information management & reporting • District, provincial & national data needs– supporting What information for reporting (MTSF & APP) influences using SA • Multiple users of the same data (integrated system)– SAMS reduce duplication at schools & districts , increasing quality • System support & training • Timely updated releases • Who , what , when and where Quality assurance of data • Maintenance of source documents

SA-SAMS –Integrated system

CHALLENGES Challenges are being addressed at different levels and by different interventions. The following challenges however have to be addressed in the short and long term: • • • Administrative staff at schools to support SA-SAMS; Circuit/District Systems Administrators to assist schools with SA-SAMS; Rolling out and training by Provinces of SA-SAMS to all schools. Funding: To change SA-SAMS into a Web-based System Funding: National to maintain and develop new requirements on LURITS. Provinces to address the key priorities using their full EMIS Earmarked Funds 9

PROVIDING SA-SAMS DATA PROVIDED FROM SA-SAMS INCLUDES: • • • Operational data to support the following directorates with their APP reporting: – School Safety, School Enrichment Programmes, School Sport, School Health and the National School Nutrition Programme (NSNP); – School Infrastructure; and – School Governance, School Evaluation and Educator Appraisals. SA-SAMS is aligned with the CAPS and ANA policies, including a promotion functionality to provide Curriculum and ANA Validation functions of required data and the SA-SAMS data quality assurance tool has been enhanced to ensure improved data quality provided on LURITS. ADVANTAGE OF USING SA-SAMS/LURITS • • • Standardises the data required for school reporting and ensures the correct implementation of education policies – ONE SOURCE/SET OF DATA PROVIDED THROUGH LURITS. Save resources at school level by reducing duplication of data reported by schools. The provinces will also save time and resources using existing and sustainable data collection CHALLENGES – FUNDING to maintain SA-SAMS on new technology • • SA-SAMS is developed on an obsolete platform and needs to be updated to SQL or other format. Collecting SA-SAMS data is costly and needs to be changed into WEB-BASED FORMAT.
