Body Worn Camera Deployment • 18, 000 law enforcement agencies nationwide, with 800, 000 sworn officers. • 25% have deployed BWC systems in some form • 34 States are/have considered BWC legislation so far in 2016 • 8 states have already enacted new laws on BWC in 2016 Education and Training | Government Relations | Industry Events | Standards

Data Storage Observations • Many cities have a tough time in hiring and keeping

Data Storage Observations • Many cities have a tough time in hiring and keeping good IT talent, so it is often outsourced. • No one size fits all solution, but PDs trending toward Cloud to maintain consistent quality IT support of stored video footage. • BWC use policies are a major driver of data storage/management needs. • On average, officers record for 2. 5 hours during a shift • Nearly half of recorded video is “benign” • Benign video is typically kept for no more than 45 days • Incident video is kept as long as needed, years if necessary. Local Storage Advantages • PD owns and controls the video storage • Reduced, limited

Local Storage Advantages • PD owns and controls the video storage • Reduced, limited bandwidth required in and out of the PD precinct (mostly for remote user (prosecutor) viewing) • Fixed known cost paid up front, once only. Disadvantages • Higher cost of internal IT resources to maintain the body worn video storage • High internal IT resource turnover could affect body worn video system maintenance and performance • Security and risk mitigation Education and Training | Government Relations | Industry Events | Standards

Cloud Storage Advantages • Payment is a monthly fee, paid out of Operating Expenses

Cloud Storage Advantages • Payment is a monthly fee, paid out of Operating Expenses (Op. Ex) rather than out of Capital Expense (Cap. Ex) • Outsource the IT function saving on internal IT resources, • No loss of time and re-education required upon turnover in internal IT staff • Reduced Security and risk mitigation (as far as getting hacked) • Highly scalable infrastructure to easily adapt to growth in storage requirements. Disadvantages • High Internet bandwidth out of the police precinct is required to offload video from cameras. • Lack of physical control Education and Training | Government Relations | Industry Events | Standards

Hybrid Storage Advantages • Reduced bandwidth from Cloud storage option • Only incident video

Hybrid Storage Advantages • Reduced bandwidth from Cloud storage option • Only incident video is retained in the Cloud • Off load of video at off-hour, less network traffic times Disadvantages • Still require adequate internal IT resources to maintain storage and servers • Higher cost internal IT resources to maintain the body worn video storage • High internal IT resource turnover could affect body worn video system maintenance and performance • Security and risk mitigation (as far as getting hacked) • Lack of full physical control, as some of the video is still stored in the Cloud. Camera Features Affecting Data • • • Resolution: Standard, 720 p, 1080 p? Frame

Camera Features Affecting Data • • • Resolution: Standard, 720 p, 1080 p? Frame Rate: 30 fps, other? FOV: 70° to 90°? or up to 140°? On/off recording and audio mute button A lens cover to stop recording video, but still record audio? Pre-event recording capability for 30 sec. up to 8 hours? Streaming video through Wi-Fi or 4 G/LTE cellular? Wi-Fi upload of video? GPS stamping? Battery life – 5 hours, 8 hours, or 10 hours continuous recording? Evidence Management Software • • • Hassle-free assignment of cameras to officers for attribution

Evidence Management Software • • • Hassle-free assignment of cameras to officers for attribution of video to the correct user Manages the video off-load from cameras to long term storage Granular setting of user and group permissions, and deletion policies Case (incident) Management Search tools, by time and date, by user – and thumb nail views of recorded video Web access to stored video by prosecutors and defense attorneys Full audit logging of every action, and digital signature on export Maintain chain of custody on original and exported video Ability to redact video (blur faces and identifiable features) for release to public Ability to send video clips of incident video via expiring links Scalable software to support any size department, and local, cloud or hybrid storage Education and Training | Government Relations | Industry Events | Standards

Performance Testing • The process of exposing products to conditions that challenge the assumption

Performance Testing • The process of exposing products to conditions that challenge the assumption or hypothesis that the product will meet a performance objective. • Hypotheses- What is assumed to be true about the product performance? • Parameters-What factors impact the performance of the product? • Test- What exposure and functional check is necessary to check the hypothesis based on the parameters? Creating a Framework • Ability to test multiple platforms. Not all law enforcement agencies have the same network & hardware infrastructure. • Additional Solutions must be software-centric and data management focused. • The ability to use current standards vs need to create new test standards Education and Training | Government Relations | Industry Events | Standards
