The Statistics Act § Under the Canadian Constitution, provisions of statistics is a federal responsibility § Within the federal government, Statistics Canada has been legislated as the central agency to produce such information § Statistics Canada’s mandate derives primarily from the “Statistics Act” Statistics Canada • Statistique Canada
Legislated Requirements for STC In addition to the Statistics Act, the Chief Statistician or Statistics Canada has responsibility for the collection or provision of specific information used by various acts. ( refer to complete list in binder) Examples : Pension Act § The Prices program (Consumer Price Index) provides Consumer Price Index figures for the twelve-month period ending on the 31 st day of October for the annual adjustment of Pensions and Allowances pursuant to this Act. Labour Force Survey § Monthly household survey § Provides information on major labour market trends such as: • • shifts in employment across industrial sectors, hours worked, labour force participation and unemployment rates. § Reference period: Usually the week containing the 15 th day of the month. § The sample size has been approximately 54, 000 households since July 1995. § Collected by CATI (Computer Assisted Telephone Interviews) site or by personal visit from a field interviewer. § Release of the survey results only 13 days after the completion of data collection § The LFS estimates are the first of the major monthly economic data series to be released. Survey of Employment Payrolls and Hours § § Monthly Business Survey Provides information on: • • the total number of paid employees payrolls, Hours at detailed industrial, provincial and territorial levels. § Produced from the combination of the Business Payroll Survey results (sample of 11, 000 establishments) and the payroll deductions administrative data (PD) received from Canada Revenue Agency. § The target population is composed of all employers in Canada, except those primarily involved in agriculture, fishing and trapping, private household services, religious organisations and military personnel of defence services § Collection methods: mail, computer-assisted telephone interviews (CATI), EDR § Released approximately 2 months after reference period Statistics Canada • Statistique Canada
Monthly Survey of Manufacturing § Provides statistical series for manufacturers • • sales of goods manufactured inventories, unfilled orders and new orders. § Reference period: Month § Sample size = approximately 10, 500 Canadian manufacturing establishments, which are categorized into over 220 industries § Data are collected directly from survey respondents and extracted from administrative files. Monthly International Trade § § provide statistical information and analysis of the value, volume and price of Canada's merchandise exports and imports by commodity and by partner country. This survey is a census. Data are extracted from administrative files. Import data: • § received from the Canadian Border Services Agency (CBSA or Customs) from B 3 forms and from electronic import transaction entries. Export data: : • Data for Canadian exports to countries other than United States are compiled by the International Trade Division from B-13 A forms received via the CBSA and from Summary Reports and Canadian Automated Export Declarations (CAED) submitted directly to Statistics Canada. • Canadian exports to the United States are compiled using United States import statistics (from the U. S. Customs Service via the U. S. Census Bureau) and account for over 75% of the value of Canada's export trade. This procedure is used for all Canadian exports to the United States except exports of natural gas and electricity. These two commodities are recorded directly from Canadian sources in both Canadian and U. S. customs data, as the Canadian sources are viewed as more accurate than U. Monthly Retail Trade Monthly Wholesale Trade § Monthly Retail Trade Survey (MRTS) • • § The Monthly Retail Trade Survey collects sales and the number of retail locations by province and territory from a sample of retailers. Sample size = approximately 8, 000 Monthly Wholesale Trade Survey( MWTS) • • estimates of monthly sales and inventory levels for wholesale merchants in Canada, each province and territory. Sample size = approximately 4, 800 § Data for both MRTS and MWTS are collected directly from survey respondents and extracted from administrative files (GST). § Reference period: month § Collection period: Collection of the data begins approximately 7 working days after the end of the reference month and continues for the duration of that month. Quarterly Financial Statistics for Enterprises § Provides data used to measure the financial position and performance of incorporated businesses by industry aggregations. § Comprises financial statements prepared by incorporated businesses to record their financial position and performance. The data include: • assets • liability and equity items encompassed in a quarterly balance sheet • and revenue and expense items as reported on a quarterly income statement, along with additional supplementary items. § The total sample size is approximately 5, 500 enterprises. § This is a sample survey with a cross-sectional design. Industrial Product Price Index § The index measures the movement in prices for manufactured goods produced in Canada, destined for domestic or export consumption. § The prices collected are for goods sold at the factory gate § The target population: manufacturing establishments residing and producing in Canada, as identified through the Annual Survey of Manufactures (ASM). § More on price indices to follow from Gylliane…. Monthly Consumer Price Index § Indicator of changes in consumer prices experienced by Canadians. It is obtained by comparing through time, the cost of a fixed basket of commodities purchased by consumers. The CPI is generally used in 5 ways: 1. It is used to escalate a given dollar value over time to preserve the purchasing power of that value. 2. The CPI is used as a tool for deflating income flows in current dollar to obtain constant dollar estimates that eliminate the effects of price change. 3. Component CPI series or their unlinked counterparts are used as deflators of series relating to components of personal expenditures or retail sales to obtain expenditure estimates at constant prices. 4. The CPI is used in setting and evaluating economic policies. 5. Business analysts and economists use the CPI for economic analysis and research.
