ANSI Antitrust Policy • ANSI neither develops standards nor conducts certification programs but instead accredits standards developers and certification bodies under programs requiring adherence to principles of openness, voluntariness, due process and non-discrimination. ANSI, therefore, brings significant, procompetitive benefits to the standards and conformity assessment community. • ANSI nevertheless recognizes that it must not be a vehicle for individuals or organizations to reach unlawful agreements regarding prices, terms of sale, customers, or markets or engage in other aspects of anti-competitive behavior. ANSI’s policy, therefore, is to take all appropriate measures to comply with U. S. antitrust laws and foreign competition laws and ANSI expects the same from its members and volunteers when acting on behalf of ANSI. • Approved by the ANSI Board of Directors May 22, 2014 2

Companion Guide • Similar to implementer specific (like a specific payer) Companion Guides related to other standards (e. g. X 12) • Not balloted • Contains details of how to connect to a specific entity • Including OAuth Details • May contain link to FHIR server Capability. Statement • Content could inform and be added to future IG versions • Authored and maintained by specific implementers (not HL 7 or Da Vinci) to assist their exchange partners

Supplemental (Example) Guide Information • Higher level, not organizational or implementation specific • Provides FHIR examples as well as operation examples based on a specific IG version • Like the current DEQM examples • Allows the community to create valid examples faster, not constrained by balloting. • Use FHIR IG framework • Could combined • • This guide would not suffice for meeting a specific measure. They would not provide conformance language. Similar to CCDA Examples Task Force Created by community Updated on Da Vinci work group Test scripts Reference Implementation created with examples if possible Can be used in Connectathons • Including test scripts, test data, etc. • Can be downloaded as a single package • Content could inform and be added to future balloted IGs

Measure Authority Implementation Guides • Created and Intellectual Property of the Measure Authors (HEDIS,

Measure Authority Implementation Guides • Created and Intellectual Property of the Measure Authors (HEDIS, The JOINT COMMISSION, REGISTRIES, etc. ) • Not balloted • Details on their specific measures (e. g. measure specific content, CQL) • Example – HEDIS FHIR IG • Downloadable and computable content • Would be versioned and maintained by the authority • May need to reference other IGs – example CMS has measures that are derivative of another authorities measure. • ? Quality Measure Program Guide? • ? Content Implementation Guide?

Next Steps • Discuss and socialize with CQI WG and other HL 7 WG

Next Steps • Discuss and socialize with CQI WG and other HL 7 WG • When to start work on these additional guides? • Who should be involved? • How should this process be managed? • Confluence, Jira, other? • IG build process – would require additional community resources, training and expertise
