District Administrators • Little League International provides each US district with General Liability (GL) and Directors & Officers (DO) insurance coverage at no cost for normal operations of a district. • If a DA chooses to charter district-wide programs, it will be necessary to purchase GL and Accident coverage per Little League regulations. Districtchartered programs fall under the same guidelines as local leagues. • DAs should also strongly consider buying the Crime Insurance ($250 premium) to protect their district funds from theft & embezzlement and Cyber Liability Insurance ($98 premium) for failure to protect
General Liability for DAs • Provide at no cost to DAs a policy with $1 million per occurrence coverage, $2 million for General Aggregate. • Protects DAs & appointed staff on file at Little League International while in an official administrative role with the district! • Protection for damage suits brought by individuals or organizations as a result of bodily injury or property damage. • If the district charters a baseball, Challenger Division or softball program, they must acquire GL and accident coverage as per Little League Regulation I (c)(7).
District D&O Liability • For All U. S. DAs and their staffs. • Limit of Liability: Annual $1 million limit per district. Contains a maximum $10 Million for all district claims in the U. S. • Provides protection for “wrongful acts, misleading statements, errors & omissions, neglect or breach of duty, ” which arise while in the official capacity of Little League.
Cyber Liability Insurance • Separate policy included in the Liability quote each league receives • Districts can purchase the coverage for their District operations; $98 premium • District does not need to charter a league program in order to enroll in this coverage. • Protects the league/District for claims arising from a failure of their network security or a failure to protect their electronic or paper data • Does not protect 3 rd party vendors for providing online registration services to a
Crime Insurance • Maximum limit - $35, 000 per loss • Cost to league or district - $250 • Deductible - $250 property , $1, 000 money and securities • Protects against loss caused by dishonesty, disappearance of money, securities, or other property and destruction of money and securities. • DOES NOT protect against vandalism , fire, or flood. • Will protect against direct loss of money & securities caused by theft or forgery by one identifiable volunteer of the league as well as burglary or theft of property.
League Insurance • DA’s must remind their leagues that they have no coverage until they have submitted their charter and paid their insurance premiums in full. • The coverage is structured to be in effect from 1/1 to 1/1, but is based on a league applying for and paying for the coverage before it is in force. • Insurance premiums cannot be deferred like the charter fees; no payment in full means no coverage is in effect • The premium is the same whether the league’s coverage or any district run program is effective from 1/1 to 1/1 or 3/15 to 1/1, so we encourage leagues and districts to take full advantage of the coverage and make sure it is in effect for the entire year • Leagues and districts should budget accordingly so they have enough funds to cover their insurance premiums to be able to renew their charter/insurance in the fall each year (Oct/Nov/Dec)

ASAP • Safety plans will not be approved WITHOUT the Qualified Safety Plan Registration form. This form states who is submitting the plan and where the 15 requirements are located within the safety plan. • 14 th requirement of Player, Coach and Manager Registration or Roster Data is mandatory. Must be sent electronically through the LL Data Center at http: //www. littleleague. org/datacenter
ASAP • All league safety plan materials must be postmarked no later than Friday, March 31, 2017 to be eligible for any of the awards. • Leagues working toward the District Incentive must have all requirements received and approved by Little League International no later than Friday, March 10, 2017. • 70 – 86% = $ 150; 87 – 100 % = $ 350

Safety Plan Submission Once you’ve compiled your Safety Plan, including the completed Facility Survey and Qualified Registration Form, proceed to the last tab for submission.
Safety Plan Submission, continued Select the "Choose File" button on the screen. This will bring up a search box that will allow you to locate your Safety Plan. Locate and highlight your Safety Plan and then click the “Open” button.

Safety Plan Submission, continued • You will see that your plan is now successfully uploaded to the site. • A notification will be sent to Little League verifying your plan submission. • You can check back to see your plan’s review status or visit Little League’s website at https: //lldc. pointstreak. com/asap. • If a league misplaces their ASAP plan or league turnover causes the plan to be unavailable, the league can go to their online ASAP page, open/print it out by clicking the green button under ‘Actions’, update all necessary items for the current year, and scan/upload the entire, new file/plan for review for the current season. The ASAP program requires an annual submission for participation in the awards program.

Regulations I (b) and I (c) 8 and 9 • Require that all of the following personnel have annually submitted a fully completed official “Little League Volunteer Application” to the local league president, prior to the applicant assuming his/her duties for the current season: Managers, Coaches, Board of Directors members and any other persons, volunteers or hired workers, who provide regular service to the league and/or have repetitive access to, or contact with, players or teams.
Regulations I (b) and I (c) 8 and 9 • The “Little League Volunteer Application” must be maintained by the president of the local league’s board of directors for all personnel required in the Regulation. We recommend that the League keep the application for 2 years after the volunteer leaves service. Failure to comply with this regulation may result in the suspension or revocation of tournament privileges and/or the local league’s charter by action of the Charter or Tournament Committee in Williamsport. • Little League recommends the volunteer applications and background check information be kept in a secure location (save on a flash drive, store in a safety deposit box or the League President/Secretary’s home and not a concession stand or similar facility) • After entering Social Security # into the First Advantage background check tool, the league can redact any/all personal information (Social Security #, Date of Birth, etc. ) from the application. • Properly shread the documentation when it is time to dispose of it.
• Each year Little League International provides 125 free background checks required in the regulation. Information on how to utilize this benefit, as well as how to conduct background checks, can be found on the Little League website at: http: //littleleague. fadv. com/ • All background checks beyond 125 will cost $1 per check. • The First Advantage background check tool includes the national sex offender registry data from all 50 states as well as criminal history data from throughout the US. It provides a more thorough check for leagues and Districts to use and allow their personnel to make the best appointment decisions for their programs.
State Laws Regarding Background Checks Information regarding state laws on background checks is available on the Little League website and is updated twice a year. There are currently nine (9) states that have laws for background checks on volunteers. These laws are separate additional requirements that do not satisfy the Little League background check regulations. The states are: Alabama, California, Florida, Massachusetts, Mississippi, New Hampshire, Oklahoma, Oregon and Pennsylvania. Concussions • • • All 50 states have laws specific to the management of concussions and head injuries Some states may affect only school based activities but many also address any group using school facilities or grounds for athletic purposes Little League has developed a concussion overview page for each state that will be similar to the Child Abuse page The CDC (Centers for Disease Control and Prevention) website is a great tool for leagues to encourage their managers/coaches, parents and players to review concussion information http: //www. cdc. gov/concussion/Heads. Concussions o DA’s must also be aware of their state’s respective laws, especially during any Special Games events or International Tournament games being hosted by the District. o Failure to adhere to these laws could expose the District and/or host to unwanted liability and penalties o Some states require that the participant and a parent/guardian must sign and acknowledge that they understand the risks of concussions before they can participate o A majority of states also require immediate removal from competition if a person has sustained a concussion and that they cannot return until being released in writing by a medical professional.
