Charter School Students Number and Percentage by State 13 -14 As for those states lacking data on charter schools for the 2013 -2014 year, Alabama, Mississippi, and Washington have made recent updates to their charter laws: • Alabama passed its charter law March 2015, making it the last state to have done so as of this writing • Mississippi’s first charter schools were expected to open in 2015 • Washington’s first charter school opened in 2014 and more were expected to open in 2015 At the time of this writing, however, the state’s supreme court had ruled its charter law unconstitutional. Of those states with charter laws • 25 states and the District of Columbia account for 95 percent of the nation’s charter students (Center for Research on Education Outcomes [CREDO], 2013). • Within states, the majority of charter schools are located in urban areas (56 percent) with another 24 percent in suburban locales, and 16 percent in rural communities (CREDO, 2013). • Across the country, 12 school districts enroll more than 30 percent of their students in charter schools including New Orleans (91 percent), Detroit (55 percent), and the District of Columbia (44 percent) (NAPCS, 2014 a).
