CHALLENGES FACED IN IMPLEMENTATION Major Challenge is the commercialization of the HC Plant to produce HCs in large quantity. This requires funds for scale up of the plant. Inadequate funds for production on the part of beneficiaries of Low Pressure Foaming Machines, due to small scale nature of their business. The National Halon Bank should be funded to become functional, based on discussions during the 29 th MOP, according to the Halons Technical Options Committee, there was insufficient halon 1301 for civil aviation and the available stock might not last until the estimated run-out date of 2035 and suggestion that, in view of the likely exhaustion of halon banks, parties could be encouraged not to destroy any used halons and to instead promote trade in them. Nigeria recently received Halons from Cameroon for banking at the National Halon bank.

SOLUTIONS AND ASSISTANCE NEEDED FROM CAP Developing a PPP arrangement for commercialization of the HC Plant Provision of additional financial and technical support for commercialization of the HC Plant especially in the purchase of bulk storage tanks and capital investments. CAP can assist in the HC Plant commercialization process by linking the NOO with investors in a PPP arrangement. Support to the National Halon Bank to become more functional.
