Recap on Objectives Following this consultation, the outcome may result in redundancies therefore it should be noted that this is a formal redundancy consultation. The aims of the review are to: • Finalise the modernisation of Cumbria Care’s Residential Care Homes – Carlisle • Ensure that the Council are making the necessary changes to keep pace with the Care Quality Commission (CQC) inspection standards. • Deliver the best possible experience for residents; maintaining independence, receiving person centered care and providing social contact and activity • Introduce new staffing structures that will ensure that we continue to deliver high quality care to the residents in both homes. • Introduce a new staffing structure that will provide staff with the support they require to carry out their roles to the best of their ability. Feedback and Response Overall staffing levels and investment • Additional financial investment agreed for the staffing structure compared to consultation proposal • Ongoing work to improve communications about all our homes to increase occupancy including website and brochures • Training on all mandatory elements continues • Team development training will be rolled out • Operating model principles being developed as a result of consultation process and feedback • Providing safe and quality support to residents Serving the people of Cumbria
Feedback and Response Pay Protection • Procedure has been updated, currently being discussed with Trade Unions • Final version will be available shortly Medication Policy • Confirmation that Support Workers will administer medication as part of new role profile • 12 month opt out included in the updated policy • Updated Policy approved by Policy and procedures group and Senior Management Team. • Further discussion with Trade Unions in relation to their feedback before implementation • Implemented at the same time as the new structure • Update training for staff will be provided on practicalities of administering medication Serving the people of Cumbria
Feedback and Response Support Worker nights • Support Worker role will be the same profile during the day and night • Night Support Worker role will be removed • All current Night Support Workers moving into Support worker roles at nights will receive pay protection for 12 months Support worker nights - staffing levels • Feedback requesting additional staff during the night has been considered • One additional Support Worker agreed per shift (67 hours per week) • Five Support workers (nights) per shift Supervisor nights • Confirmation that there will be a Supervisor on nights Serving the people of Cumbria
Feedback and Response Cook hours and role • Feedback requesting additional hours on a weekend for consistency has been considered • Additional 5 hours on Saturdays and 5 hours on Sundays agreed • Recognition of increasing complexity and dietary requirements of residents • The proposal to change the role to Chef and include the role of Senior Chef has not been accepted Lead Support Worker • Confirmation that the proposals in relation to this role will be implemented as per the consultation Domestic roles • Confirmation that the Domestic role will remain as proposed and there will not be a separate Kitchen Domestic or Laundry Domestic role. • Registered Manager to determine operational decisions as to how the role is utilised within the home Serving the people of Cumbria
Feedback and Response Shifts and rotas: Allocation to rotas • Assimilation to roles and rota’s will be completed once VR applications are finalised any assimilation/ applications for vacancies outside of Burnrigg Court are completed. Allocation to a reasonable alternative rota in respect of hours and preferences Supervisor hours and shift pattern • Feedback in relation to the shift pattern has been considered and a rotational shift pattern will be implemented • New rotational rota’s for supervisors produced Shift times • The shift times remain as proposed in the consultation, confirmed as follows: Early – 7 am – 2. 30 pm Late – 2. 15 pm – 9. 45 pm Night – 9. 45 pm – 7. 15 am Serving the people of Cumbria
Feedback and Response Handovers – Burnrigg Court Morning Handover • Supervisor and Support Workers working nights all finish their shift at 7. 15 am (5 Support Workers nights and 1 supervisor) • 2 Supervisors commence their shift at 7. 00 am as do 2 lead support workers and 15 support workers. 7. 00. am - 7. 15 am handover from supervisor nights to day staff (for 15 minutes there are 3 supervisors, 2 lead support workers 5 night support staff and 15 support staff in the building) Afternoon Handover • 2 Supervisors commence their shift and handover forms part of a 1 hr overlap there are 4 supervisors in the building at that time. • 15 Support Workers commence their shift at 2. 15 pm to receive a handover from supervisors. 15 minutes overlap with morning support workers Evening Handover • 2 supervisors hand over to Supervisor nights for 15 mins overlap • Night support staff receive handover from supervisors Serving the people of Cumbria
Feedback and Response • Bank hours - Feedback received requested an increase in bank hours - Cover for holidays, training and sickness is budgeted. - Options for cover are bank hours, relief contracts and overtime - Additional bank hours have been approved as shown below: Support Worker (including nights) = 143. 5 hours Domestic = 36 hours Supervisor = 36 hours - Cook = 30 hours – This is to cover Eskdale House, Moot Lodge and Burnrigg Court. Assimilation • All current roles have assimilated into the new proposed roles • Competitive selection process not likely to be required but can not yet be confirmed • Unable to confirm rota allocation and hours until VR offers accepted and appointments confirmed in to alternative roles • Pay protection will apply to reduction in grade • Opportunity to apply for assessed assimilation into a different role if the work currently undertaken is a 75% match • Deadline for any assessed assimilation applications is midday Monday 25 th March • Assimilation appeal only applies to the role it does not apply to the rota allocation and hours Serving the people of Cumbria
Voluntary Redundancy • VR offers will be confirmed in writing • Posted to home addresses on Monday 18 th March • 10 calendar days to accept or decline – deadline Thurs 28 th March • Letters contain VR payment and Pension details if applicable • Contact Pensions Service directly if any Pensions queries • Offers made on the basis of preferences and availability of potentially suitable post based on grade and hours • No formal appeal process for those who do not receive an offer Serving the people of Cumbria
Lead Support Worker and Alternative Vacancies • Already considered Lead Support Worker role and vacancies as part of preference and one to one process • Some staff identified these as their first preference • Opportunity now to confirm expression of interest, deadline for response Midday on Monday 25 th March • Letters to be issued to all confirming process • Interviews will take place on 27 th and 28 th March. • Appointments to roles in other residential homes will be confirmed on the basis of assimilation therefore an interview will not be required • VR acceptances and appointments to these vacancies will then enable the confirmation of rota allocations for all remaining staff Serving the people of Cumbria

Rota Allocations • • Letters issued from 1 st April Letters will confirm post title, grade, hours, rota allocation Copies of the rota lines for the relevant post will be included Concerns with rota pattern, specific shifts or number of hours to be raised with the Registered Manager May be possible to accommodate changes but may be dependent someone else agreeing to change to ensure shifts are covered Where change can not be made and employees does not believe the allocation to be reasonable a meeting will be arranged to discuss further on an individual basis Rota allocation is based on preferences and service need in order to minimise any financial detriment or changes to shift patterns Redundancy may apply in situations where an allocation is not deemed to be reasonable Serving the people of Cumbria
