Cross-cutting approach: Developing a Child rightsbased approach in the implementation of projects June 2020
Strategic plan 2021 2025 STRATEGIC ORIENTATION 1: STRENGTHEN THE QUALITY OF ASMAE'S ACTION Specific objective 1. 1. Pursue and update intervention themes and cross-cutting approaches Expected result: Create a structuring conceptual framework reinforced with new themes; this allows teams to better define future projects 1. Determine and strengthen the role of young people in our activities: participation, good citizenship 2. Implement a gender mainstreaming approach 3. Develop a rights-based approach for project implementation
What is CRBA? Child rights-based approach (CRBA) A version of the human rights-based but child-centered approach: girls and boys, in addition to being human beings, have specific needs and vulnerabilities A rights-based approach addresses the roots of rights violations and brings about changes in policies and practices in order to improve people's lives in the long term. Children are rights holders - and they are actors in their own development - while duty bearers (primarily the state) are responsible for creating environments that respect and protect children's rights and to put in place mechanisms allowing victims of violations to have their rights respected.
ASMAE’s interest for the approach 1. A common frame of reference: The International Convention on the Rights of the Child: awareness, promotion and respect of rights, applying the 4 guiding principles of the CRC 2. An approach used by English-speaking NGOs and of a growing interest for French-speaking NGOs working in the children's sector: promotion of CBRA to other NGOs in the sector and to decision-makers and public donors Example of the Childhood Group with active participation from Asmae 3. Most of the key elements of CBRA already part of Asmae: ’s approach Partnership with a variety of actors, capacity building, holistic approach of the child, non-discrimination, participatory processes, etc… Need to develop, structure and formalize the approach at institutional level and in projects implementation
Upcoming actions 1. Pursue Asmae's involvement in the Childhood Group in the Quality Criteria and Exchange of Good Practice + working group June 2020 end of 2021 (duration of the current project co-financed by AFD) 2. Carry out a training session with field teams + workshop to analyse our practices 2 nd semester 2020 (annual seminar) 1. Carry out a self-diagnosis in each office have an inventory of practices, identify strengths, gaps, needs, etc. 1 st semester 2021 1. Develop a framework which formalizes Asmae's own model and which illustrates the way in which we design and apply CRBA in terms of programming 1 st semester 2021 1. Develop a 3 -year action plan based on the framework document and self-diagnostics developed in the field End of 2021 / beginning of 2022
